transform lives by improving access to safe water, hygiene and sanitation in
the world’s poorest communities, WaterAid works with partners to maximize its
impacts for policy change/influence.
WaterAid works through
supporting local organizations and government authorities to design low cost
sustainable projects using appropriate and affordable technologies that can be
managed by the community itself. WaterAid also seeks to influence the
policy change through government and other key international organizations to
secure and protect the right of poor people to safe, affordable water and
sanitation services.
Job Summary: The Programme Coordinator
Advocacy will primarily possess tha responsibility and accountability for technical input
in areas of Advocacy within Water Aid Uganda WAU and with its partners. The job
holder will form part of the strategic planning, co-ordination, management and
development of WAU’s advocacy and communication strategy with a focus on joint
collaboration with partners and other relevant stakeholders in order to
optimise their impact of working with communities, especially the poor to
effectively advocate and address the interests of poor people as regards to
water and sanitation at local, regional and national levels. The
AdvocacyProgramme Coordinator will be part of the team responsible for
enhancing the scale and quality of WaterAid’s programme.
Key Duties and
Responsibilities:
- Contribute towards the strategic planning of WAU’s
(Water Aid in Uganda) Advocacy activities, aiming to maximise the
provision of sustainable and equitable safe water, and adequate sanitation
to the poor.
- Identifying key sector issues by initiating,
planning, implementing, monitoring developments in the field of Advocacy
on which WaterAid should focus its advocacy efforts.
- Contributing to the development and
implementation of the Advocacy strategy i.e.ensure a rights based approach
to WASH implementation.
- Prepare an annual work plan and budget for WaterAid
in Uganda's overall Advocacy activities. Contributing these insights,
amongst others, to the delivery of these activities.
- Offer support to programme staff in
assessing Advocacy opportunities and integration of the Advocacy strategy
in theirprogramme planning.
- Monitor key national and international meetings and
events relating to policy issues affecting poor communities and
incorporating them in WAU’s planning processes.
- Develop and strengthen links with advocacy networks
/ allies nationally, regionally and globally, in collaboration with the
RAPA.
- Represent WAU in key advocacy and government
meetings especially at local levels where partners work. This will also
involve strengthening relations with government line ministries
specifically MWLE –DWD and MOH-EHD as well as MFED, TSU’s on WASH issues
emanating from regions.
- Strategic support to WAU partners in Advocacy
partnership plans development and management e.g. Annual planning partner
budget management, accountabilities, fund transfers, reporting etc.
- Conduct participative planning activities in
accordance with the partnership contract plan.
- Meeting regularly with individual partners in
accordance with the above mentioned plan for partnership activity
progress.
- Offer technical support to partners
in developing agreed indicators with which progress towards objectives in
advocacy plan can be monitored.
- Identifying activities which will encourage the
development of close working relationships with each individual
partner; aiming to truly understand partner needs and issues.
- Prepare multi-year budgets carry out regular budget
monitoring and reviews with support from Finance
- Provide Capacity Building support to i.e. skills
development, programming, fundraising etc.
- Analysing partner advocacy needs for development or
support in providing skills development.
- Providing technical support, coaching,
advice and development activities to partners in areas of Advocacy.
- Facilitating and supporting the involvement of
partners in international meetings / sector meetings and developmental activities
related to Advocacy.
- Identify areas of learning and documentations from
partners’ advocacy work:
- Perform any other job related duties as assigned by
the Head of Integrated Wash.
Qualifications, Skills and
Experience:
- The Programme Coordinator for WaterAid
Uganda (WAU) should hold a Bachelor’s Degree in Social Sciences,
Development studies or Water Engineering with a development bias.
- A minimum of five years’ experience in
conducting research, policy analysis and Advocacy work.
- Excellent interpersonal and leadership skills with
commitment to WaterAid’s values and working styles.
- Good skills in presentation, public speaking,
documentation and information management.
- Excellent networking, facilitation and co-ordination
skills.
- Active participation in studies and research on
poverty and its impact on social development or experience of capacity
building of NGO development partner organizations in advocacy
- Good working knowledge of policy analysis and
research in relation to the areas of water, sanitation and hygiene
- Comprehensive understanding of national public
expenditure, National Development Plan/PEAP, Sector-wide approaches,
development financing and functioning of government structures like
decentralisation.
- Computer literacy skills i.e. proficient in the use
of software packages like Excel, MS Word and Access
- Exhibit commitment to addressing issues of Equity
& Inclusion and pro poor approaches.
