Job Summary:  The Coordinator, Private Sector Markets will fulfill five critical functions; which include:
  • Driving new market shaping interventions that range from facilitating negotiations between manufacturers and importers to bring low cost diagnostics and treatments into the country and launching new product innovations;
  • Overseeing CHAI’s relationship with the National Drug Authority (NDA) of Uganda by supporting the registration of new products to increase patient access and developing and monitoring policy initiatives such as recommended retail prices for essential medicines.
  • Providing technical guidance to the MOH’s National Malaria Control Programme (NMCP) on matters related to private sector engagement for malaria-related commodities.
  • Managing the office’s strategy for engaging private, not-for-profit (PNFP) providers, developing interventions to improve dispensing behavior for key commodities and working with suppliers to increase availability of these products.
  • Analyzing large volumes of market data, coming from such sources as national retail audits, supplier sales, and CHAI’s own Monitoring and Evaluation division.

Key Duties and Responsibilities: 
  • Take ownership of a variety of short and long term strategic initiatives to improve the availability and affordability of optimal products for diagnosing and treating the main childhood illnesses in Uganda’s private retail sector
  • Oversee all relationships with important health sector partners ranging from government officials to pharmaceutical sales representatives
  • Lead the office-wide relationship with the NDA to achieve and expedite programmatic deliverables, such as the registration of new products
  • Potentially identify and pursue new areas of work with the NDA that will have dramatic and leveraged impact on health outcomes
  • Collect and compile market data from multiple sources, includingnational retail audits, supplier sales, and NDA import records
  • Manage regular, deep and sophisticated quantitative analysis of market data on relevant diarrhea/pneumonia/malaria commodities
  • Actively coordinate access to data with CHAI team members, and work with them to make sure that the data can be made available effectively

Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s Degree in business administration, logistics or a related field;
  • Past experience working in developing countries (specifically East Africa) is desired
  • Prior experience working in a consumer-driven culture is an added advantage

About ACT Health Programme:
The increasing discussion of weak governance and accountability failures which lead to poor service delivery has led to more programmes that includecitizens and civil-society actors in the processes of monitoring and decision making for public services. There is an increasing interest in programmes that try to restore a healthy balance between state (policy makers, service providers, duty-bearers) and clients (citizens, rights-holders, users of services). Some of the most impactful efforts strengthen direct links between citizens and providers (health workers) and have very a very dramatic impact on accessibility and quality of services.
Job Summary: The ACT Health Programme Director will be primarily responsible for all aspects of the management of the ACT HealthProgramme across 16 districts of Uganda. This includes ongoing programme planning, development and management with a particular and meticulous focus on quality especially important for the RCT.
Key Duties and Responsibilities: 
1. Programmes:
  • Guarantee that ACT Health programme is implemented to high quality standards which are in line with GOAL Uganda Country and ACT Health Strategies, relevant donor requirements, international best practice and the Codes of Conduct and agreements to which GOAL is a signatory.
  • Work with the Assistant Country Director – Programmes and the Country Director in the oversight and management of programme implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels.
  • Responsible for relationship management with all programme stakeholders and partners, including Innovations for Poverty Action (IPA), our research partner.
  • Overall staff management of all programme team members and implementing partners, including annual review, support and mentoring and disciplinary procedures.
  • Identify new opportunities for programme growth and adaptation in coordination with the Assistant Country Director for Programmes (ACDP), Country Director, Global Health Adviser and the donor.
  • Prepare programme proposals for donors in relation to the ACT Health programme.
  • Participate in all donor and internal reporting as it relates to ACT Health.
  • Work closely with the Monitoring, Evaluation and Learning Coordinator who will provide overall technical support to this programme to ensure that the programme has appropriate M&E plans and that managers and staff are adhering to them and reporting on a timely basis.
  • Travel frequently to all areas of operation to monitor implementation and ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation.
  • Lead GOAL and partner’s advocacy and policy work at a national level through preparation of position papers and appropriate networking.
  • Contribute to the documentation of results and best practices in the form of case studies, advisory practice experiences, training materials and present study and research findings for presentations at relevant forums and business development.
2. Programme Strategy:
  • Work closely with the Assistant Country Director – Programmes (ACDP) and the Country Director to review and/or revise the strategic plans for the ACT Health programme to ensure efficiency, effectiveness, quality assurance and continual improvement throughout the LOP.
  • Develop and manage a communications strategy with donors and government
  • Contribute to the review and monitoring of the ACT Health Strategy and the development of GOAL’s global strategy on Social Accountability
  • Review and appraise training and programme documentation
3. Working with Partners:
  • Work with the Grants and capacity building team to support good management of partners grants and the organisational growth of partner organisations
  • Review and support partners to develop programme documents for the ACT Health
4. Programme Reporting:
  • Monitor ACT Health to evaluate activity progress and determine necessary actions to improve achievements.
  • Provide programme reports that are timely and meet GOAL and donor requirements.
  • Review monthly programme reports for accuracy and quality.
  • Provide a monthly programme report to the ACD P by 10th of each month.
  • Provide a ‘personal objective report’ to the ACD P and ensure that your line-reports also submit their monthly personal objective reports.
5. Personnel:
  • Work collaboratively with Systems, Financial Controller, and Human Resource Dept. to ensure that the programme has the appropriate staffing and resources required for appropriate, effective and efficient programme delivery.
  • Line manage ACT Health programme team as per the organogram providing clear targets, coaching and active feedback.
  • Ensure that all team members have performance management appraisal objectives, ensure objectives are SMART and reviewed and revised every six months.
6. Finance:
  • Lead and support ACT Health in the development/review of their programme budgets using the GOAL Budget Monitoring Template (BMT).
  • Review ACT Health programme budget with the FinancialController and ACD P to ensure compliance and appropriate spending and accountability.
  • To ensure that ACT Health team and partners are held to account to their budgets, are coached, given appropriate guidance and feedback.
7. Representation:
  • Maintain a suitable image for GOAL and protect GOAL interest and assets.
  • Liaise with donor, the Government of Uganda and other agency representatives.
  • Represent GOAL in routine meetings with donors and other coordination mechanisms as agreed by the Assistant Country Director - Programmes.
8. Perform any Other Duties: The post holder may be requested to undertake other activities as mutually agreed with the ACD P/CD.
Qualifications, Skills and Experience: 
  • The desired applicant should possess five years’ international experience in managing large complex programming in a development setting
  • The applicant should preferably hold a relevant degree i.e. Health, development, social sciences
  • Excellent track record of successful proposal writing with major donors, and sound knowledge of donor practices and budget/financial control

Contributions officer

  • Master's degree in management, finance, Economics and Accounting or Bachelor's degree in Accounting, finance, management or any other related field with 2 years of relevant experience.
  • Must demonstrate commitment to RSSB's mission, vision and values;
  • Ability to audit and identify potentially fraudulent cases.
  • Fluency (both oral and written) in English, knowledge of French is an advantage
  • Receives contributions from employers, and making sure they are received in the right amounts as per established laws;
  • Works in liaison with registration officers, he/she updates all employers accounts on a frequent periodical basis;
  • Inspects employers' workplace and audit records to ensure that the right contributions are being paid at the appropriate time;
  • Verifies and records required documents for eligibility;
  • Constantly reviews and updating the contributors register and correcting any errors that may have arisen in the registration process;
  • Carries out the calculation of the capital constitutive of revenues of the organization;
  • Assists the Head of Division in drafting divisional action plans and budgets

Accounting officer
  • Master's degree in management, finance, and Accounting or Bachelor's degree in Accounting, Public Finance, Management specializing in Finance/Accounting with 2 years of experience.
  • Must demonstrate commitment to RSSB's mission, vision and values;
  • Skill in performing detailed and complex numerical computations and reports.
  • Knowledge of accounting principles, practices and procedures.
  • Knowledge of computerized accounting systems mainly in general software applications.
  • Fluency (both oral and written) in English, knowledge of French is an advantage

  • Coordinate all accounts data entry process;
  • Conduct the reconciliation of all General Ledger accounts;
  • Follow up assets depreciation and supervises the annual inventory ;
  • Makes follow-up of entries related to investments and equipments;
  • Ensures that recording of accounting entries is done in time;
  • Ensures that all account balance are justified;
  • Prepares accounting document for adjustment entries;
  • Carries out the check up of monthly records;
  • Assists the Chief Accountant in preparing Financial Statements and other operational reports;
  • Assists the Chief Accountant in preparing the action plan and the budget of the division.
