Pathfinder International in Uganda (PIU) has been in the Country since 1957. PIU is implementing the following Projects in various parts of Uganda. And these include; Health of People and Environment of Lake Victoria (HOPE LVB), Arise; Addressing unmet need for Family Planning among HIV positive women in North and .North East Uganda, Positive Action for Children’s Fund (PACF), Gender Roles Equity and Transformation (GREAT) project AND Sayana Press project.

Job Summary: The M&E Specialist will be primarily responsible for the assignment and implementation of monitoring and evaluation activities to measure the overall projects performance against established goals and objectives, and report on project achievements  to the Monitoring and Evaluation Manager.

Key Duties and Responsibilities:

• Conceptualize, develop and implement the monitoring and evaluation plan, including identifying appropriate indicators, and a data collection system for the various Projects to collect and report on data to measure performance and achievement of project s objectives. Create and adapt monitoring tools and forms, including training materials to accompany them, for collection of project data.
• Create and adapt other data collection tools, as appropriate, including survey questionnaires, key informant interview schedules, facility assessment and supervision instruments, as well as relevant training materials for their use.
• Verify data consistency and quality and prepare data required for performance review by the M&E Manager, Country Representative and Project Director, as well as for quarterly and annual progress reports and Pathfinder global achievement reports
• Actively participate in project midterm and final evaluations.
• Respond to Pathfinder requests for programmatic information.
• Set up M&E systems for various projects.
• Perform any other duties as assigned.

Qualifications, Skills and Experience:

• The applicant should possess a master’s degree  in demography, statistics, social sciences, health information management or related field.
• At least three to five years’ experience in successfully designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects.
• Exhibit proven technical skills in monitoring and evaluation, including at least four of the following:
• Good understanding and familiarity with international indicators and standard measurement tools in the areas of reproductive health/family planning, maternal and neonatal health, HIV/AIDS and other relevant technical areas.
• Demonstrated analytical, problem-solving skills and use of data to make informed decisions
• Computer literacy skills i.e. Competency in MS Word, Excel, and PowerPoint, and ACCESS, and a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar)
• Demonstrated ability to work with various constituencies including Pathfinder headquarters, donors and local partners.
• Excellent oral and /written communication skills and ability to effectively communicate technical material to both expert and lay audiences in English and any other local language.
• Possess the ability to travel up to 50 % within Uganda.

1. Project M and E Officer

The M&E officer reports to project manager and works in consultation with DLTLD M&E unit officer.

The M&E officer is responsible for guiding the overall M&E strategy and implementation of related activities within the project and providing timely and relevant information to project stakeholders.

Qualifications and experience required

Masters degree in statistics, Biometry, Biostatistics or Project management.

At least 3 years of proven experience in M and E logical framework approach, planning, information analysis and report writing

Post graduate training in Monitoring and Evaluation is mandatory

Solid understanding of health programming and planning

Good knowledge in MS office, SPSS, STATA or EPI Info

Excellent Leadership qualities, personnel and team management (including mediation and conflict resolution)
2. ICT Officer

Reports to Head of Policy Planning and Research Section with guidance from Head IT, collaborates with M&E and DLTLD staff, in design, analysis and management DLTLD Information management systems.
Qualifications and Experience:

Degree in Information Technology, Computer Science or a related field from a recognized university.

Certifications and experience in the PHP, Linux operating system environment and groupwise mail server is an added advantage.

He/She should also have excellent skills in network and mail server configuration and experience in trouble shooting the same, setting up necessary firewall and maintaining the networks integrity.

At least experience in development and management of health information systems, and should demonstrate experience in providing training on such system.

At least experience in storage area network environment and data centre management with remote support capabilities
3. Epidemiologist

Reports to the head DLTLD through the section head Policy, Planning and research.
The holder of this post is expected to document the epidemiological evidence of disease burden and works in collaboration with the Division of Health information systems.
Education and Experience:

A Masters degree in public health (MPH) or a Master of Science degree in public health (MSPH) with a focus on epidemiology or analysis and assessment.

3 years work experience in epidemiology and/or public health programs, includes analysis of epidemiologic data and/or research studies.

Skill in providing technical expertise and guidance in the development, implementation and evaluation of epidemiological studies and projects and the analysis of epidemiologic data and data collected from program results and operational studies.

Ability to develop effective working relationships with national and international working partners.

Must have computer skills and the ability to use office software packages, including word processing, spreadsheets, and basic statistical software packages, SPSS, STATA and EPI Info.

Fluency in English and good communication and inter personal skills
4. Statistician

The holder of this post is expected to document the epidemiological evidence of disease burden and works in collaboration with the Division of Health information systems.
Qualifications and Experience

Masters degree Statistics, Biometry or Biostatistics.

At least experience in statistical work at the professional level.

1 year hands on experience in use of STATA, SPSS, R or any other statistical software.

Any equivalent combination of experience and training and management skills.

Database knowledge in access and SQL.

Longitudinal and nonlinear data modeling experience will be desirable.

Research experience will be an added advantage.

The individual must be, a self-motivated professional, dynamic and innovative, capable of working independently towards the achievement of organizational goals and objectives.

Previous experience working in Health programs is an added advantage.

Design, develop and implement the database at field level for storing, sharing and analyzing data in all areas of the projects' undertakings.

Work with the Project Officers and Field Officers to check and verify data relating to all project activities, and develop suitable monitoring and reporting tools.

Coordinating and supervising methodologies of data collection and verification through the use of computer applications like word processing, spread sheet analysis, access programs among other utilities.

Ensure information on food distribution, Non-Food Items distribution and work norms achieved is keyed in for reporting purposes.
