About the Opportunity:  
Global Communities seeks for a logistics officer, reporting directly to the Director of Operations (DO) to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES 
The Logistics Officer will work within the operations department and provides office support activities for Global Communities.
SPECIFIC RESPONSIBILITIES
  1. Assist and support the Department  in the daily activities of the office:
    • Responsible for organizing logistics of meetings and training materials as requested by team member
    • Coordinate attainment of visa and work permit for expatriate staff
    • Organize Global Communities visitors’ arrival, departures and in-country transportation
    • Provide support for expatriate staff and visitors for lodging needs while transition to/from within Rwanda (Hotel, houses and apartments)
    • Responsible of following up all the real property rentals contracts through an inventory of house properties at the beginning and end of rental contracts.
    • Responsible of following up all the renting contracts by making an inventory of house proprieties at the beginning and end of renting contracts,
    • Assist and Support the Department to Maintain asset inventory log system ensure adherence to generally accepted inventory principles, as well as USAID rules and regulations
    • Submission of periodical reports
  1. Logistics Management
    • Daily Stock management, for check-out of all mobile equipment such as cell phones, laptop computers, and other mobile equipment;
    •  To ensure that all goods received by Global Communities are recorded in Global Communities standard templates and are stored and handled safety, security, accountability and transparency
    • To ensure that all goods dispatched by Global Communities to the final distribution sites, are recorded.
    • To maintain monthly stock tracking report.
    • Assist on assets tracking and  inventory management
    • To maintain Procurement Delivery Tracking Sheet for all purchases and delivery of them to the store and to the beneficiaries on daily basis
  1. Office Maintenance
    • Ensure the office is cleaned, in good repair, and professional in appearance;
    • In collaboration with the Senior Driver Ensure Global vehicles and others equipments’ meet GC safety and security standards
    • Analyze vehicles maintenance and fuel management, document and give recommendation.
    • In collaboration with the Senior Driver, co-ordinate with the technical teams to ensure that the transport requirements of programmers are being met
    • To liaise with and make recommendations to DO with regard to the repair and maintenance of vehicles based on the reports submitted by Senior driver
  1. Undertakes all other duties and projects as may be assigned from time to time.
Qualifications
  • Rwandan national
  • University Degree in Social Sciences, Management and  Business Administration
  • Experience in related field
  • Computer knowledge in word, excel and Microsoft outlook tools
  • Experience working with international organizations

About UNOPS PSC:
The UNOPS Peace and Security Cluster (PSC) within the Global Portfolio Services Office is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

Job Summary: The UNOPS Logistics Assistant will be responsible for allLogistics and Procurement activities as requested by Mine Action Programmes and coordination of multi programme logistic support in Entebbe Support Base.

Key Duties and Responsibilities: 
1. Logistics:
  • Render support in arranging for clearance of the consignments(Tax Exemption Certificates, Customs clearances and necessary permits).   
  • Conducting Receiving Inspection Report (RIR), Inventory, storage arrangements, record keeping and disbursement of office and project equipment/supplies in accordance with UNOPS rules and regulations.
  • The incumbent will ensure all stores and equipment’s held by each project activities are stores safely, correctly and securely.
  • Update the database of the stock and packing lists on a daily basis.
  • Update and maintain files and tracking sheets for Cargo Movement documentation.
  • Actively coordinate and liaise with internal and external parties regarding the control and movement of equipment coming into and out of the country
  • Coordinate and follow up with CMR (Cargo Move Requests) for all equipment being sent or received from various regions.
  • Serve as a focal point for electronic service and support requests within the UN Field Support Suite (MOP, CMR, E-requests and ICT service requests).
  • In charge of the management and responsibility of the MONUSCO owned vehicle, allocated to the UNMACC, ensuring all applicable UN transport rules and regulations regarding usage are adhered to
  • In charge of the identification of maintenance needs of office building (s) premises, vehicles, furniture, equipment’s and utilities, and prompt reporting of said needs of the supervisor.
  • Establish and maintain good relations with relevant departments within the RSCE support base. 
2. Procurement:
  • Works closely with the Logistics Department at HQ level to determine equipment purchase requirements for local and international procurement, to be made from the Entebbe office.
  • Support the Logistics Officer in the evaluation of the equipment procurement and supply requirements, compile information and help determine the most efficient economical mode of procurement/delivery
  • Research, establish and develop a comprehensive vendor/supplier list for local and international procurement.
  • With strict adherence to UN/UNOPS financial and procurement rules and regulations, receive quotations from local and international suppliers; prepare an analysis of quotations; make recommendations to HQ, to award a contract and/or purchase order
  • Ensure receipt and inspection reports are completed upon receipt of goods; prepare and coordinate onward transportation and delivery and handover vouchers, as well as report all changes to the Logistics section at HQ level for inventory update purposes, in a timely manner.
  • Assists in local procurement areas such as obtaining quotation, interact with the suppliers and end-users about the quality/quantity, specifications and delivery time warranty coverage of the goods prepare cost comparative analysis and raise requisitions and purchase orders.
  • Responsible for the day-to-day management of petty cash allocated to the mine action office, Entebbe; making routine payments, book-keeping of expenditure, routine monthly financial reporting to HQ, all with strict adherence to UNOPS financial rules and regulations
  • Assist with requests for ID cards for staff and contractors moving through the Entebbe Support Base.
  • Support colleagues transiting through Entebbe with UN flight requests (MOP), hotel reservations, airport pick-up and drop-off, acting as lead focal point when required.
3. Monitoring and Progress Controls:
  • Provide weekly summary of activities in process.
  • Ensure the timely delivery of assigned tasks is required.
  • Produce accurate monthly/quarterly Asset and Inventory reports for each program/project assets stored in Entebbe Support Base.
  • Timely and efficient servicing of requests and processing transactions affects the teams overall ability to deliver quality services to clients.
  • Ensure all Projects Assets are properly recorded and final asset andinventory report is prepared for closeout of project.
  • Ensure the assigned tasks are delivered according to UNOPS procedures to meet the organization’s requirements.

Qualifications, Skills and Experience: 
  • The ideal candidate for the United Nations UNOPS career opportunity should have attained a High school diploma. Possession of a Bachelor degree in Business Administration, Public Administration or related field is highly desirable.
  • At least five years’ experience in a related field if you hold a diploma or one year in a logistic and / or procurement role if you hold a degree
  • Possession of Prince 2 Foundation certification will be considered as an asset.
  • Past experience working in UNOPS and /or any other UN Agency is an asset.
  • The applicant must also hold a valid national driver’s license with experience in driving manual gear shift vehicles and 4x4 SUV, and be able to pass the UN driving test.
  • Ability to lift/move boxes and equipment weight min. 20kg
  • Possess  a valid passport and ability to travel as required.
  • Fluency in spoken and written English; Local Language, knowledge of French is an advantage.
  • Working knowledge of ATLAS asset and inventory module will be considered an asset.
  • Knowledge of UN rules and regulations will be considered an asset.
  • Computer literate, thorough knowledge of MS Office and other computer software applications and office equipment’s in use.

Duties
1.Materials Issues
  • Issue out materials from stores as per the approved requisitions;
  • Raise purchase requisitions for items not in stock.
2. Receipt of Incoming Materials
  •  Receipt of incoming material shipments, verifying that appropriate receipt and Quality Control (QC) inspections are completed in a timely manner and appropriate Client Relationship Management System (CRM) transactions are made to complete the receiving process.
3. Storage of Materials
  • Ensures that materials in the storerooms are stored properly, inspected and cared for through general material handling and warehousing principles;
  • Participates in the accomplishment of Physical Inventories checks, Root Cause Analysis and Accuracy.
4. Storerooms Security
  • Oversee storerooms security through continuous monitoring of the security program, frequent review of physical security measures, and recommends modifications to the program as required.
5. Obsolescence
  • Monitor obsolete and non-moving materials to identify and recommend items for disposition;
  • Facilitate the preparation of items as required for sale, return, or scrapping.
6. Client Relationship Management System (CRM)
  • Facilitate all operations in the CRM to ensure proper entry of each transaction representing receipt, issue, movement, shipment and handling of materials.
7. Housekeeping
  • Participate in maintaining a clean and organized Storeroom as well as any point-of-use inventory storage areas.
  • Manage records created and received in compliance with the Company’s’ Records Management Policy and Procedures.
8. Related assignments
  • Perform other related duties or assignment as directed.
Organizational Alignment
  • Reports to the Finance Manager
  • Works closely with and in conjunction with the Customer Service Coordinators, Office Administrators, Procurement Officers and Operations Manager in ensuring adequate management of materials and material flow to support those operations.
Qualifications
Academic Qualifications
  • Diploma in Purchasing & Supplies or a Minimum 5 years’ Stores Management experience.

Responsibilities:
  • To ensure that the company provides the best service level for customer satisfaction.
  • Measure and analyze operations performance (KPI and/or internal indicator) and report it directly to the management
  • Calculate pre-defined Key Performance Indicators (KPI), collect root cause failure, prepare corrective actions  and communicate the same to  the operational department
  • Proactively define and suggest contingency plans to clients in order to avoid threats (bring forward/ postpone delivery)
  • Monitor all tasks and ensure all steps of the monitoring Process are respected (E.g.: Inform client in case of strike, riot, congestion)
  • Get involved in all issues impacting operations of customer shipment and liaise closely with department/ person in charge to get the latest progress.
  • Organize Weekly meetings to review KPI, Achievement, pending issues, corrective action progress, Payment follow up, collect client expectations and outbound forecast
  • Collect information from operation department, monitor shipment status corrective action progress and communicate it to the client and Management
  • Constantly stay aware of new solutions (routing, clearance process) all potential risks impacting operations negatively and share information with the department involved and the client.
  • Suggest optimization of supply chain process and IT systems
  • Transmit to Warehouse manager: Pre alert of arrival/ Forecast planning / Outbound forecast
  • Participate in monthly inventory stock take and publish the audit result
  • Follow up with Finance department on client invoices and payment status and assist them on solving the issues raised.
  • Liaise with Quality and Operations department and ensure current processes are followed and if necessary suggest an Audit to determine the root cause or  publish/modify new SOP (standard Operational Process)
  • Ensure new process are respected and remain PIC or department in charge if necessary
Profile:
  • Oil & Gas Operations Management qualification or any such relevant course qualification
  • Minimum of three years’ experience in logistics (preferably dealing with oil & gas shipment and processes.
  • A graduate with a Degree in business management , oil and gas or any other related degree
