  • Hygiene and Sanitation Promotion Advisor Jobs in Kenya

    Pact seeks a Hygiene and Sanitation Promotion Advisor for an anticipated Kenya Integrated Water Sanitation and Hygiene (KIWASH) program in Kenya, focused on strengthening governance for resilient and sustainable management of WASH services and water resources, in addition to institutionalizing catalytic models of sustainable service delivery.

    S/He will be responsible for advising on the technical activities of the program related to hygiene and sanitation promotion and behavior change communication (BCC).
    This may include assisting in the design of the program, monitoring of the program, liaison with local partners and building local partner capacity, documenting and disseminating lessons learned, and advising in-country staff on technical and implementation issues related to hygiene and sanitation promotion.
    S/he will ensure the project’s hygiene and sanitation components are meeting technical quality standards. Key responsibilities will include:
    Specific Duties and Responsibilities:
    • Develop hygiene and sanitation promotion strategies, including behavior change communication strategies, as well as tools and methodologies.
    • Design formative research to identify and prioritize current barriers to behavior change and inform BCC hygiene and sanitation promotion campaign development;
    • Review local partners’ strengths in hygiene and sanitation promotion
    • Create and/or advise on the creation of BCC materials and review content for hygiene and sanitation promotion utilizing both mass media and interpersonal communication channels
    • Using best practices in Kenya and abroad, design integrated strategies to address key barriers to behavior change; 
    • Work with Community Development Specialists and others to garner community buy-in for promotion campaigns and liaise with relevant local stakeholders.
    • Mentor and coach others in best practices for hygiene and sanitation promotion design and implementation, including Communty Led Total Sanitation (CLTS) and handwashing.
    • Effectively communicate hygiene and sanitation promotion activities to all relevant stakeholders, staff, and partners
    • Participate in program monitoring, evaluating, and periodic reporting.
    Jobs Qualifications
    • University degree required, masters preferred in health, social sciences, communication, or other related field.
    • At least 7 years’ experience with WASH programs, with at least 3 years focused on hygiene and sanitation promotion.
    • Experience with USAID funded programs and behavior change communication
    • Experience integrating gender considerations into hygiene and sanitation promotion activities, preferred.
    • Demonstrated experience in designing hygiene and sanitation strategies and campaigns, utilizing various communication channels in rural settings
    • Knowledge of international best practices in hygiene and sanitation promotion.
    • Strong facilitation and mentoring skills, and evidence of their application. 
    • Strong demonstrated experience to manage staff to deliver on time. 
    • Work experience in rural settings preferred.

    1. Project M and E Officer

    The M&E officer reports to project manager and works in consultation with DLTLD M&E unit officer.
    The M&E officer is responsible for guiding the overall M&E strategy and implementation of related activities within the project and providing timely and relevant information to project stakeholders.
    Qualifications and experience required
  • Masters degree in statistics, Biometry, Biostatistics or Project management.
  • At least 3 years of proven experience in M and E logical framework approach, planning, information analysis and report writing
  • Post graduate training in Monitoring and Evaluation is mandatory
  • Solid understanding of health programming and planning
  • Good knowledge in MS office, SPSS, STATA or EPI Info
  • Excellent Leadership qualities, personnel and team management (including mediation and conflict resolution)
    2. ICT Officer

    Reports to Head of Policy Planning and Research Section with guidance from Head IT, collaborates with M&E and DLTLD staff, in design, analysis and management DLTLD Information management systems.
    Qualifications and Experience:
  • Degree in Information Technology, Computer Science or a related field from a recognized university.
  • Certifications and experience in the PHP, Linux operating system environment and groupwise mail server is an added advantage.
  • He/She should also have excellent skills in network and mail server configuration and experience in trouble shooting the same, setting up necessary firewall and maintaining the networks integrity.
  • At least experience in development and management of health information systems, and should demonstrate experience in providing training on such system.
  • At least experience in storage area network environment and data centre management with remote support capabilities
    3. Epidemiologist

    The holder of this post is expected to document the epidemiological evidence of disease burden and works in collaboration with the Division of Health information systems.
    Education and Experience:
  • A Masters degree in public health (MPH) or a Master of Science degree in public health (MSPH) with a focus on epidemiology or analysis and assessment.
  • 3 years work experience in epidemiology and/or public health programs, includes analysis of epidemiologic data and/or research studies.
  • Skill in providing technical expertise and guidance in the development, implementation and evaluation of epidemiological studies and projects and the analysis of epidemiologic data and data collected from program results and operational studies.
  • Ability to develop effective working relationships with national and international working partners.
  • Must have computer skills and the ability to use office software packages, including word processing, spreadsheets, and basic statistical software packages, SPSS, STATA and EPI Info.
  • Fluency in English and good communication and inter personal skills
    4. Statistician

    Qualifications and Experience
  • Masters degree Statistics, Biometry or Biostatistics.
  • At least experience in statistical work at the professional level.
  • 1 year hands on experience in use of STATA, SPSS, R or any other statistical software.
  • Any equivalent combination of experience and training and management skills.
  • Database knowledge in access and SQL.
  • Longitudinal and nonlinear data modeling experience will be desirable.
  • Research experience will be an added advantage.
  • The individual must be, a self-motivated professional, dynamic and innovative, capable of working independently towards the achievement of organizational goals and objectives.
  • Previous experience working in Health programs is an added advantage.

    2. Monitoring and Evaluation Specialist Jobs
    CHAMP-Cameroon is a five-year project for a total cost estimate of $18.8 million. CHAMP will achieve the 3 following main, and interconnected, results:
  • Technical competence of partners in key populations program design and management using CoPCT is increased;
  • Enabling environment for key populations HIV/AIDS programming is strengthened;
  • Quality Assurance/Quality Improvement, Monitoring and Evaluation systems in CoPCT is strengthened.
  • The project, built on current USAID support in Cameroon, aims to increase access and use of quality HIV prevention care and support services for key populations.
    These efforts will expand service coverage in the country from five to ten regions, and generate data for evidence-based programming.
    The project will use a continuum of care approach to service provision, and will link clients with community-and facility-based interventions.
    It will also strengthen the capacity of existing health systems including the policy environment and networks for a well-coordinated response.
    It is anticipated that at least 140,000 beneficiaries including 16,000 MSM, 66,000 CSW and 58,000 other clients will be reached with quality HIV prevention, care and support services over the five years.
    The successful candidate will be responsible for oversight of all M&E components project.
    The M&E Specialist will be responsible of the development and oversight of the PMP, annual work plans (including targets), quarterly reports, and annual reports.
    The M&E Specialist will also play a large role in assisting the capacity building efforts of the applicant to develop, standardize, and utilize standardized data collection and reporting forms for key populations in Cameroon.

    Duties & Responsibilities 
    Strategy and Policy:
    • Support the implementation of UNHCR’s Strategic Plan for WASH 2014-18.
    • Adapt internationally accepted standards, policies, and guidelines for WASH accordingly to the unique situation of UNHCR’s persons of concern and the country context.
    • Represent UNHCR in relevant meetings and conferences when requested.
    Advocacy:
    • Advocate on all issues relating to WASH and refugees and other persons of concern to UNHCR both within and outside of UNHCR.

    Technical Assistance:

    • Put measures in place to ensure that regular and accurate reports that analyse the challenges encountered in providing water, sanitation and hygiene promotion services for beneficiaries are prepared and circulated and that periodic reports required by UNHCR at all levels are submitted in a timely manner.
    Capacity Building:
    • Facilitate capacity strengthening activities of UNHCR and its implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern to UNHCR.
    • Build the capacity and competence of UNHCR’s Public Health and WASH staff.
    • Ensure WASH is adequately addressed in in-house capacity building activities of the agency such as emergency and operations training.
    Emergency response:
    • Being deployed for the first emergency response, to carry out needs assessment and support the country to develop a WASH strategic plan of response.
    Minimum Qualifications and Professional Experience
    Academic:
    • Advanced university degree in water and sanitation engineering/water resources development or postgraduate degree in one of the civil engineering disciplines (water supply and/or hydrology) or sanitation/hygiene engineering.
    Experience:
    • Five to eight years progressively responsible functions in water/sanitary engineering or a related field in developing countries dealing with large scale water/sanitary activities. Of the 8 years, at least 3 years experience should be in a capacity directly relevant to the current position in an international humanitarian organization dealing with large scale emergencies or displaced/refugee situations.
    • Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines.
    • Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH is essential.
    • Demonstrated experiences in organising and conducting training activities and information campaign in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies are other important elements for this post.
    • Proven technical expertise in the area of WASH assessment including survey, programme implementation, monitoring and coordination is required.
    • Exposure to UNHCR mandate, its priorities and principles.
    • Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.
    Skills:
    • Ability towards analytical and creative thinking for rapid solutions.
    • Good communicator with strong interpersonal and negotiations skills to deal with persons of various cultural and educational backgrounds.
