Key Responsibilities

Reporting to the General Manager, the Finance Manager will be responsible for:
  • Overall in-charge of the finance department and assisting with external audits
  • Instituting and maintaining adequate internal controls
  • Overseeing and managing the accounting and financial operations of the company
  • Ensuring statutory compliance in relevant areas of financial management and accounting
  • Advising on all legal undertaking of the company such as leases, sub agreements and contracts.
Qualifications and Skills
  • Master’s degree in accounting finance, economics or statistics

Global Communities seeks a Grants & Contracts Manager, reporting to the Director of Finance, with close links to the Deputy Chief of Party, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The Grants & Contracts Manager is responsible for managing project grants and contracts to implementing partners, and building institutional capacity in grant and contract management among all program partners. S/he will be responsible for the full grant cycle process, including management, compliance, quality assurance, data validation, and financing issues within the local partner portfolios. 
Duties & Responsibilities:
  • Support the development, and implementation of a project grants & contracts manual to clarify grant­s manag­ement polic­ies, proce­dures­, and systems through the pre-award, award/ modification and close-out processes.­
  • Lead in the assessment and evaluation of grant & subcontract applications, coordinating prope­r negot­iatio­n of the terms and condi­tions for each agreement.
  • Manage and monitor all grant and subcontracts to ensure compliance with USAID guidelines, and Global Communities’ policies and standards – including financial management and programmatic performance.
  • Lead and mentor the grants & contracts staff, and supervise their day-to-day operations; ensure effective coordination with other program and finance staff.
  • Identify and lead capacity building and mentoring opportunities for grantees and subcontractors to increase knowledge and skills related to USAID rules and regulations, budgeting, standard accounting and financial management practices, financial reporting, and tracking of program expenditures.   
  • Ensure systematic documentation, referencing, retrieval and management of grant files – including in-depth review of all financial and technical reports to ensure that reports are submitted on time, complete, and meet the terms of the agreement.
  • Oversee funds disbursement to grantees & subcontractors, paying close attention to targets, program progress, and projections.
  • Identify issues related to grant, grant subcontracts and program implementation in a timely manner and propose appropriate program adjustments.
  • Lead monthly meetings with partner finance staff to assess progress on capacity building goals, program implementation.
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree in finance, accountancy and management required; Master’s degree in related field preferred.
  • Formal training in USAID Rules & Regulations.
  • Certified Performance Technologist (CPT) preferred.
Experience: 
  • At least four years of grant management experience, with the ability to develop grant agreements, monitor and manage a grant program.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations.
  • Excellent interpersonal skills and ability to effectively lead and work in a team.  
Computer Skills:
  • Excellent computer skills, including MS Office and accounting software.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.

Grant Accountant

GRANT ACCOUNTANT
World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Grant Accountant. This position will be based at the World Vision Rwanda Head Office, Kacyiru, Kigali and reporting to the Grant Finance Manager & the WASH UBUZIMA Manager.
Purpose of the position: 
To assist in maintaining proper financial recording and filing at project level. Develop and utilize information management system to feed project management with information for decision-making purposes. Implement World Vision International financial policies in such areas including but not limited to, cash management, forecasting, recording and documentation, budgeting and reporting.
Ensure overall financial management at the project level according to World Vision Rwanda Field Finance Manual as well as donor requirements.
The major responsibilities include: 
  • Review the projects related financial transactions to ensure that they fall within the approved scope of project activities and donor requirements and that they comply with the financial procedures and FFM requirements.
  • Prepare project budget, project cash flows, year-to-date spending and funding requests to ensure that projects have adequate budgets to implement related activities throughout the year.
  • Review, check budget availability on routine basis to ensure that all purchase requisitions items are budgeted for prior to requisition approval at the project and head office level.
  • Monitor project bank account and prepare bank reconciliation on monthly basis and process cash transfer to ensure sufficient funds on the account for payments.
  • Prepare, examine, and analyze accounting records, and other financial reports to assess accuracy, completeness, and compliance with WV and Donor reporting and procedural standards & requirements and ensure project related payments are done on time.
  • Work with Finance Manager in analyzing balance sheets accounts and pass adjusting entries to ensure that accounts are reconciled and current.   
  • Work with Auditors and provide relevant information as far as financial audit is concern and ensure the implementation of audit recommendations.
  • Participate in proposal writing with the view to provide financial advice and develop project lifetime budget in line with WV and Donor budgeting templates and guidelines.
  • Maintain an efficient management of project Assets and conduct regular inventory to reconcile sun system reports and physical count of assets as per WV’s asset policy and procedures and maintain an update assets register.
  • Train project staff and community on financial policies and procedures and ensure a successful access of staff to such policies and procedures 
Qualifications:  Education/Knowledge/Technical Skills and Experience 
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
  • First Degree in Accounting or Finance
  • Extensive experience in Finance & Accounting for a minimum of 3 years
  • Must have proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls
  • Must have skills and ability to organize and conduct trainings

Responsibilities:
Financial Controlling
  • Revenue Management and OPEX Controlling.
  • Finalize accounts on a monthly basis. This entails the balance of the accounts and making sure they are adhere to financial reporting standards.
  • Reconcile control accounts, general ledger vs. subsidiary ledgers.
  • Review of reconciliations prepared by Accounts Receivable team and Accounts Payable teams within the region. This also entails review of cash & bank reconciliations on a weekly/monthly basis.

  • Maintain the fixed asset register and ensure compliance and controls around CAPEX management.

Financial Management and Reporting

Prepare As well as review:
  • weekly cash flow forecasts
  • monthly budget vs. actual trends
  • monthly business forecast reports
  • monthly variance reports for revenue and OPEX
  • annual budgets and management presentations
Tax & Statutory Compliance
  • Prepare periodic VAT reconciliation
  • Timely submission of statutory returns
  • Reconcile tax and legal records with government authority’s records.
  • Ensure compliance of Income Tax regulations pertaining to WHT, PAYE while making payments to vendors and consultants.
Requirements:
  • 3- 5 years working experience in auditing gained from the leading Audit Firms with a focus on global logistics/Oil and Gas/Construction
  • University degree in Accounting/Finance Business or a business related field with a 2:1 Or higher

Credit Control
  • Expedite the payment process of overdue accounts checking the credit rating of customers and seeing that they perform as per the agreed terms.
  • Prepare a monthly/weekly report on collections and expected receipts.
  • Prepare a weekly Debtor statistics reports and submit to management for overview.
  • Prepare a monthly reconciliation of all the outstanding accounts including month end re-valuation of the debtors’ accounts.
