Chemonics is seeking multiple short-term administrative and support positions for the USAID-funded Rwanda Family Health Project. The assignments are anticipated to last through approximately September 30, 2014, but the timeline is subject to change. This is a project designed to increase the use of facility and community-based family health services, including an integrated package of family planning/reproductive health; HIV/AIDS; maternal, neonatal and child health; malaria prevention and treatment; nutrition; and safe water and hygiene. Chemonics is specifically recruiting for the following positions:
1. Position Name: Short-Term Grants Administrator
The Short-Term Grants Administrator will work closely with the Grants Officer and Team Leader for Grants to manage and implement numerous grants under the FHP program. The Short-Term Grants Administrator will assist the Grants Officer in tracking, monitoring, and liaising with-grantees to manage grantee activities and ensure budget compliance. The Short-Term Grants Administrator will supervise the Grants Assistant in administrative tasks
Qualifications
  • Bachelor's degree in finance, administration, and/or a related field required.
  • At least four (4) years of progressively responsible experience in administration or grants management.
  • Proven experience in project administration, including finance, filing, budgeting, and documentation review and development.
  • Experience in assessing organizational capacity and conducting training preferred.
  • Experience with a USAID-funded project preferred.
  • Excellent communication skills and ability to work on teams.
  • Proficiency in written and spoken English and Kinyarwanda required
2. Position Name: Short Term IT Assistant
Under the supervision of the IT Coordinator, the Short Term IT Assistant provides overall support to the project in maintaining all IT systems and processes, helping to ensure sound operation. He/she will provide support to staff and help resolve IT issues as they arise. In addition to staff and Systems support, the Short Term IT Assistant, under the direction of the IT Coordinator, may work with technical teams to help develop IT solutions applicable to technical work being implemented by project staff.
Qualifications
  • Minimum Bachelor's Degree in an IT/Computer Science related field
  • At least three years of demonstrated experience in office IT support, preferably in an NGO or donor funded project setting.
  • Strong analytical, problem solving, and troubleshooting skills
  • Strong interpersonal skills and ability to work in group settings
  • Excellent and proven organizational skills and attention to detail
  • Experience working on USAID-funded projects is preferred.
  • Strong verbal and written skills in English required.
  • Highly advanced computer skills, with proven expertise in network administration, systems support, and Microsoft Office suite
3. Position Name: Short Term Motor Pool Coordinator
The overall objective of the position is to plan, direct, and coordinate the use of motor vehicles and drivers in providing efficient transportation services to the Rwanda Family Health Project. The Motor Pool Coordinator is responsible for fleet management and maintenance of the project's vehicles, to include monitoring of fuel consumption and mileage. The Motor Pool Coordinator will also be responsible for coordinating vehicle rental, as necessary, and will be responsible for tracking staff locations for off-site travel. The Motor pool Coordinator will directly supervise approximately 15 drivers and will provide fleet management support to a staff of approximately 80 individuals
Qualification
  • Bachelor's degree in a related field or relevant training and equivalent combination of education and work experience.
  • Three years of administrative/logistics experience. Two years of experience in travel logistics and vehicle coordination preferred.
  • Proficiency in computers and Microsoft excel.
  • Thorough knowledge of USAID and its contractual and reporting requirements preferred.
  • Proficiency in written and spoken English and Kinyarwanda required.
  • Strong organizational and time management skills.
  • Social and emotional maturity, dependability, and good interpersonal skills.
  • Ability to multitask and prioritize.
  • Ability to work independently and collaboratively on a team.
4. Position Name: Short Term Drivers (5)
This is a support position. The main responsibilities are driving and maintaining the designated project vehicle/s. The driver works in the administrative department and will report to the Motor Pool Coordinator, who is responsible for coordinating the drivers' assignments and supervising the drivers' work.
Qualifications
  • 5 years driving experience.
  • Valid driver's license.
  • Good driving record and understanding of auto mechanics.
  • Secondary school education level preferred. Minimum of primary-level schooling required to ensure literacy is required.
  • Good interpersonal skills and dependability.
  • Experience on USAID or donor-funded projects preferred.
  • Availability for overtime work and field travel

PURPOSE OF THE JOB

Early Childhood Care and Development (ECCD) is one of the programs Proposed in Plan Rwanda's Five Year Country Strategic Plan. Plan Rwanda has identified this theme among others to potentially make significant impact in the country and on the community, reinforced by the fact that Plan Rwanda has core Competence from experience in implementing similar programs in and out of the region.
The post holder overseas and manages the overall implementation of the ECCD program and projects and supervises the project staff based at the Program Unit levels. The incumbent is member of various the matic networks and participates to the development of various reports including media reports related to his/her sector at country, regional and global levels.

KEY AREAS OF RESPONSIB1LITY
  • With support from the Program Support Manager, design, implement, monitor and evaluate Early Childhood Care and Development (ECCD) related strategies and other matters to ensure that CCCD is embedded in programs
  • With the support of the PSM and the Resource Mobilization specialist/Manager, design innovated projects and scale them up to increase local and external program income as well as to reach more vulnerable children and their families
  • Build Human Right based Approach and Child Centered Community Development (CCCD) into ECCD programming to ensure children rights are embedded in programming
  • Oversee ECCD budgets and expenditures to ensure their alignment with the required standards.
  • Train staff on ECCD Country Program, also train partners including parents (moral duty bearers) and principle duty bearers on better child rearing practices (nutrition, family planning, social and emotional care for children including children with special needs;
  • ECCD related matters and advocacy to increase their knowledge and capacity in best practices and gender related issues in ECCD.
  • Facilitate the implementation of awareness raising campaigns to mitigate negative behavior of communities including duty bearers towards Early Childhood Care and Development and to protect children at the ECCD centers and beyond
  • Produce briefings, reports and other ECCD related data/information to show program progress and impact
  • In collaboration with the PSM, liaise with other development organizations as well as the government to build partnership/alliances and come up with innovative and comprehensive interventions for ECC
  • Implement international, regional, national and local initiatives related to ECCD to influence policies implementation and strategies within the country and improve Plan visibility.
  • Support the dissemination of user friendly ECCD policies among targeted communities
  • Ensure integration of action around ECCD by linking the ECCD linking with the local health centres through referrals, awareness raising and trainings to community health workers on parenting and regular health screening to children that attend the ECCD centres
  • Ensure child protection, water and sanitation are promoted in the ECCD centres
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • Postgraduate degree in Early Childhood Care and Development Education, development studies, Education or related fields
  • Minimum of 4 years relevant working experience in community development or similar position.
  • Working experience in a similar role and experience working with bilateral organizations or INGOs would be an added advantage.
  • Excellent reporting skills and competences in computer literacy(M-Excel, MS Word, & Power Point, internet)
  • Experience working with communities parents and families and more importantly working with children
3. TITLE: Grants & Partnership Coordinator

PURPOSE OF THE JOB

To promote capacity development of partners, community organizations for effective engagement in Child Centred Community Development and realization of child rights.
Support and promote the achievement of country goals through coordination of country grant funded program activities.

KEY AREAS OF RESPONSIBILITY
  • Meet regularly with ail partners to discuss successes and operational challenges
  •  Identify and prioritize key issues where partners are in need of support, training
  • Facilitate sharing and learning by organizing quarterly partner meeting where head of all partners and Plan heads of departments meet to reflect on progress and challenges.
  •  Set up of action plans and make follow up. These action plans should contain actionable points and milestones for Plan as well as partner.
  • Promote Plan's organizational values as well as sharing Plan's operational procedures and regulations. Promote Plan's rights based approach and Conduct partner assessment including mapping of mission and vision
  • Develop a plan of support and training for partner organizational and follow up to ensure quality and timely implementation
  • In case of partners non compliance with Plan Rwanda and/or donor process requirements follow up (jointly with CAD point person) on key actions
  • Identify capacity building gaps of partners organizations to faster institutional development. Ensure that partners comply with Plan Rwanda and donor administrative requirements, including accurate and timely reporting
  • Support the Business Development Specialist in the entire process of researching,, planning, development and preparation or Grant proposals to completion;
  •  Maintain strong communication among all stakeholders in the grant development process
  • Support the BDS in the preparation of Grant Agreement Documents (GADs) for new grants and facilitate the process-through the various stages upon approval;
  • Provide timely and accurate monthly Grants status report by use of Grants Tracking System (GTS) on the 2nd  day of following month;
  • Review Grants reports and timely submit lo National Offices (NOs) and/or to Donors
  • Liaise with Program team and Admin to facilitate grants related visits, meetings including logistics planning and agenda setting.
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • Postgraduate Degree in Development or related field including Organizational/business Administration. Post graduate diploma or degree will be added advantage.
  • At least 3 years of experience in providing organizational development support, assistance in the NGO, public or private sector
  • Experience in Participatory approaches to organizational development assessment and capacity building
  • Experience in working with complex partnerships

DAI is an employee-owned global development company.
For 40 years, we have worked on the frontlines of international development, tackling fundamental social and economic development problems caused by inefficient markets, ineffective governments, and instability.
DAI is preparing for an anticipated DFID and the Nike Foundation funded Programme; Assets to Adolescent Girls.
The programme will aim to address constraints to the economic empowerment of adolescent girls in developing countries.

    4. Communications Expert – Assets to Adolescent Girls in Kenya
    Scope of Work: The Communications Expert will be responsible for the overall design, development and management of the programme’s communications strategy and the external outreach and visibility initiatives.

  • Implement an effective communications strategy to attract a diverse and sufficiently large volume of local and internal applications for the grantee programme
  • Manage the project’s public annual events such as; launch events, investor events, alumni events and policy relevant seminars

    This critical role will work directly with grantees and facilitate access to partners and technical assistance to identify, support and scale businesses that have products and services that benefit girls.
    Duties and Responsibilities:
  • Overall responsibility for supporting an innovative portfolio of 6 businesses to refine and scale products that benefit girls at the country-level
  • Identify and encourage businesses and individuals with innovative and scalable product ideas to apply for the program support and grants

    7. Operations and Finance Manager – Assets to Adolescent Girls in Kenya
    Duties and Responsibilities:
  • Support the Team Leader in managing supervisory programme staff in completing timely activity budgets and work plans, as well as ensure regular reporting on all activities and advisory services provided under the Assets to Adolescent Girls Programme
  • Work directly with Finance Officer and Grants Manager on personnel, finance, procurement, and grants policies and issues as they arise
  • Work with technical component leaders to ensure that all targets and deadlines are achieved according to workplans
  • Ensure programme finances and management practices are in compliance with DAI and DFID contractual rules and regulations
  • Finalise Terms of Reference (TORs) for all Short-Term Technical Assistance – both national and international – and work to ensure compliance with agreed budgets

  • Represent DAI– along with the Team Leader – at Client meetings and otherwise as required
  • Work directly with DAI Head Office on programme, implementation, personnel, and budget issues
  • Provide operational advice and guidance to the Team Leader on an on-going basis
    Requirements:
  • Strong knowledge of donor reporting systems
  • Experience working on grants management programmes
  • Experience in setting up grants funds would be a distinct advantage
  • Experience in working and living in Africa and South Asia countries
  • Strong skill set in reporting, finance and monitoring and evaluation
  • Experience working with donors such as DFID, UNDP or World Bank
  • Excellent communication skills and fluency in English is essential
  • Certified Public Accountant qualification is desirable
    Education: Advanced Degree in Economics, Finance or Business or other related field preferred

    8. Monitoring and Evaluation Expert – Assets to Adolescent Girls in Kenya
    Duties and Responsibilities:
  • Develop and implement gender sensitive M&E systems and processes
  • Ensure baseline data collection is conducted at the start of the programme and that data is collected regularly against indicators
  • Work with the grantees to establish effective business relevant monitoring and learning systems
  • Develop and drive a sound project performance monitoring and evaluation plan
  • Develop monitoring and evaluation reports. Monitor overall initiative on a monthly basis to inform six monthly recommendations for programme improvements and adaptations
  • Develop monitoring and evaluation strategy so lessons learned are incorporated into activities to achieve greater impact. Produce six monthly summaries of lessons learned from all aspects of the programme to package and disseminate results
  • Develop sound performance management indicators
    Requirements:
  • 7 – 10 years’ experience in monitoring and evaluation
  • Excellent project management skills
  • Strong understanding of key approaches to monitoring and evaluation and the delivery of value for money
  • Experience working on donor funded projects, ideally with DFID
  • Experience in monitoring and evaluating Grant Fund/ Challenge Fund Projects
  • Fluency in English is essential
  • Experience working in Africa and South Asia is preferred
  • Good people and communications skills
