About the Opportunity:  
Global Communities seeks a Zonal Manager, reporting to the Capacity Building and Referral Network Manager, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The  Capacity Building Zonal Manager support local partner capacity building initiatives to enable delivery of quality services.  S/he works closely with program technical leads in the program office to coordinate and standardize information, training, tools, and incentives for volunteer service providers.   As embedded staff within partner officers, s/he will assist field staff to plan, implement, monitor and evaluate the project. 
Duties & Responsibilities:
  • Provide training and technical assistance to support the implementation of the program services, including the continuum of response linking community, clinical and protective service providers.
  • Maintain active dialogue with local authorities, local organizations, and a wide range of service providers to foster collaboration, build capacity for quality service delivery, and solicit feedback to make regular improvements.
  • Coordinate with technical teams to identify gaps in performance and propose strategies to strengthen organizational and institutional capacity.
  • Develop excellent working relationships with diverse stakeholders and comprehensive knowledge of other development programs and services to promote synergies.
  • Ensure activity implementation achieves planned results, document developmental impacts and resolve any implementation issues in an efficient and professional manner.
  • Produce and disseminate program briefs, abstracts, and other publications to showcase program lessons, and results to contribute to the wider sector knowledge and 
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree  in Management, Business Administration or any other related qualification; Masters’ Degree preferred.
Experience: 
  • At least three years’ experience implementing family-centered programming for orphans and vulnerable children– preferably in USAID/PEPFAR programs.
  • Experience working through local systems and structures to plan, coordinate, and monitor complex development programs.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and local government to promote learning and synergies.
  • Excellent communicator with demonstrated experience in communicating to diverse stakeholders, including government officials at district, sector, and cell levels.
Computer Skills:
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.

Finance and Administration (F&A) Manager (3 Career Jobs)-Uganda Jobs

Job Summary: The Finance and Administration (F&A) Manager will be responsible for providing the financial and administrative management, overseeing all financial and contractual aspects, for up to three upcoming USAID regional integrated health programs (HIV/AIDS, TB, malaria, nutrition, family planning, and maternal, neonatal and child health care) in Uganda. Jhpiego is recruiting for up to three F&A managers one each to be based in Eastern Region, East-Central Region, and/or South Western Region in Uganda. The F&A Manager works closely with key program staff to ensure accurate financial, contractual and administrative reporting of the project. The F&A Manager will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego and USAID rules and regulations. The F&A Manager will be responsible for ensuring cost consciousness, efficient spending and for implementing and maintaining an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of regional Uganda financial operations. The F&A Manager oversees day-to-day coordination of financial activities for integrated health programs. Manages all sub-grants, ensuring compliance and reporting of sub-awardees. Provides technical assistance to partner finance departments as needed to ensure the highest level of integrity in financial operations. The F&A Manager supervises the Finance Officers.
Key Duties and Responsibilities: 
  • Manage all financial planning, budgeting and reporting for regional integrated health program.
  • Offer technical guidance to the Chief of Party regarding the financial requirements of the project and office operations.
  • Prepare timely and accurate budgets, track expenses, ensure that required financial controls and cost-performance monitoring mechanisms are in place and adhered to, prevent over or under expenditure of budgets, ensure proper safeguards of funds and ensure compliance with established USG and headquarters’ financial, accounting and administrative procedures.
  • Periodically review, reconcile and monitor all project accounts, including major program operating accounts and petty cash operations involving cash advances.
  • Determine updated monthly project accruals and projections to support forecasting accuracy and program completion, as required.
  • Offer direction, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel for staff and consultants, financial oversight of local sub-grantees (as needed)  and maintenance of office inventory
  • Provide guidance and support for contracts development and management
  • Provide financial capacity-building for local grantees
  • Maintain and administer project financial accounting system.
  • Prepare  the monthly financial report by using adapted finance software (QuickBooks).
  • Use various software applications such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, and format data and/or reports.
  • Implement and oversee a detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system.
  • Make in-country budget adjustments and other cost improvement measures, as required.
  • Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting.
  • Work collaboratively with the project team and headquarters staff to ensure proper project and financial reporting, spending and compliance with project terms and conditions.
  • Provide financial reports, including pipeline analysis, quarterly project reports, or as requested by the donor.
  • Ensure that USAID resources are appropriately directed to program priorities and are in line with program work plans.
  • Contribute to program team in developing work plans and annual budgets for program activities and local office costs.
  • Manage all sub-grants to local grantees ensuring sub-awardees’ compliance and reporting
  • Work closely with auditors during audit of the program.
  • Serve as a resource person for non-finance staff on USAID, JHU and Jhpiego rules and policy.
  • Provide financial oversight to all finance officers.
  • Ensure that proper human resources administration procedures are in place for project staff, including tracking of leave, sick days, absence and other human resources actions.
  • Ensure compliance by all assigned staff to the JHU and Jhpiego timekeeping requirements, as well as, the staff’s timely approval of timesheets.
  • Ensure that Jhpiego personal files for project staff have all the relevant records including employment agreement and job description
Qualifications, Skills and Experience: 
  • The Finance and Administration Manager should possess a Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting
  • Significant experience in administrative and financial management of international programs larger than US $10 million per year
  • At least seven years’ experience working in international health in developing countries and in Uganda with emphasis in at least two of the following technical areas HIV/AIDS, TB, malaria, nutrition, family planning, and maternal, neonatal and child health care.
  • A minimum of seven years’ experience in  financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects.
  • Relevant experience living and working oversees, including supporting implementation of national/provincial/regional/district-level programs
  • Seven or more years of senior-level work experience with USAID or other donors
  • Knowledge of USG cost principles, including USAID regulations, GAAP accounting rules and grants contract management
  • Familiarity with USAID policies and administrative procedures
  • Proficiency in writing and editing letters, reports and documents
  • Highly proficient in the use of financial software applications (QuickBooks), databases, spreadsheets, and/or word processing. Other software packages include: Microsoft Outlook, Access, Excel and Word.
  • Fluency in both spoken and written English
  • Excellent interpersonal, writing and oral presentation skills
  • Ability to travel nationally and internationally
