Chief HR Officer


Partners In Health/Inshuti Mu Buzima (PIH/IMB) is a Harvard-affiliated international NGO that has partnered with the Government of Rwanda to strengthen the health system and support poverty reduction initiatives in rural Rwanda since 2005.
PIH/IMB is seeking outstanding candidates for the following position. 
Title:           Chief HR Officer
Reports to:  IMB Executive Director’s Office
Scope:         All employees at IMB, including national, international and fiscal sponsors’ managers and employees
Position overview
The Chief of Human Resources is responsible for guiding organizational and leadership effectiveness at IMB, and for ensuring that all IMB employees, including international employees and those of fiscal sponsors, are well supported by programs that enable them to work productively at IMB. The CHRO plays a key role as an advisor to the Executive Director, Deputy Director and Operations and Planning Committee, providing them advice and counsel on leadership and organizational effectiveness.  The CHRO directly manages a small team based in Rwinkwavu and provides technical leadership and guidance to the HR Administrators in the three districts in which IMB operates.
Key Responsibilities 
·         Regularly assess organizational effectiveness, identifying any barriers to employee engagement and providing advice and support to managers in removing those barriers.
·         Provide feedback, advice and counsel to the Executive Directors' office and the OPC that enables them to function as a high performing management team.
·         Lead the work of the HR department, ensuring the execution of high quality programs and policies that fully meet the needs of IMB's managers and employees, including recruitment and onboarding, compensation management, employee development and employee relations.
·         Continually seek opportunities to innovate and improve the efficiency and effectiveness of HR programs, processes and policies.
·         Lead workforce planning for IMB, assuring the organization is able to engage the right people, in the right roles at the right time.
·         Lead talent planning and management development for IMB.
·         Collaborate with the CHRO of PIH and HR teams across PIH to continually innovate and improve the HR support provided to PIH globally.
·         Manage employee relations issues, including coordinating legal counsel or action.
Qualifications
·          Master’s degree in Human Resources Management or Social Sciences required.
·         8-10 years experience as an HR director, including experience as a manager.
·         Proven leadership skills, in a multi-cultural setting.
·         Exceptional skills in developing innovative HR strategy, and in providing coaching to managers and employees.
·         Proficiency in English and Kinyarwanda languages and working knowledge of French.
·         Willingness to work in a rural area.

Qualifications, Experience and Key Competencies
  • A Masters degree in Social/ Development studies.
  • 5 years of related work experience at senior management level.
  • Broad knowledge of economics, finance, corporate governance and political issues and trends at national, regional and international levels.
  • Strong expertise in strategic management, project planning and budgeting, resource management, implementation as well as monitoring and evaluation.
  • Strong leadership and skills to foster teamwork; develop and motivate staff, resolve conflicts as well as ability to provide direction, guidance and momentum.
  • Strong communication and presentation skills including ability to develop proposals, concept papers, position papers as well as write reports and prepare relevant publications.
  • High level interpersonal and cross-cultural skills including ability to build alliances and collaborative relationships with sensitivity to diversity.

    Scope of Responsibilities:

    The teacher’s primary responsibility is to ensure the success of each student as detailed in the ISK Mission, Vision and Student Aims.
    Teaching responsibilities include instruction in the four core subjects: literacy, mathematics, social studies and science, as well as general instruction and management in a homeroom classroom.

  • Officer in Charge - Kenya

    Based in Nairobi, the Officer in Charge (OIC) is responsible for overseeing operational and logistical arrangements and activities for scholarships, including selection panels, the application/nomination processes, and awardee mobilisation.

    The OIC is responsible for the strategic leadership and management of Nairobi Hub activities including supervising the operations and personnel of the Nairobi Hub Office, including administrative and management systems.
    They are also responsible for developing and maintaining Australian aid program networks in Eastern Africa, and promotion of the scholarship program across Eastern Africa.
    This is a full time role up to June 30, 2015.
    Key responsibilities include
    • Establish and maintain Nairobi Hub Office strategic and operational plans for the region and contribute to the development of higher level program and corporate strategies;
    • Identify and oversee innovation and efficiency;
    • Manage key stakeholder relationships including DFAT  posts and other client representatives with the region;
    • Liaise, as directed by Team Leader, with key partners (government, private) aid agencies on scholarship matters;
    • Liaise and report to the Project Base Office - Pretoria (and DFAT if required) on project progress, accomplishments, issues and constraints;
    • Ensure all scholarship management information systems remain up-to-date;
    • Oversee the administrative and logistical arrangements of application/nomination processes; short-listing, ranking and selection of long term award and short course candidates;
    • Assist in facilitating the logistics of contracting and convening of Selection Panels for pre-interview tasks in Nairobi, and in other locations as required when interviewing;
    • Ensure that all program activities are managed to meet budget, scope, quality and time requirements and expectations;
    • Lead and manage all aspects of HRM for the Nairobi program office including the recruitment, selection and performance management of staff (i.e mentoring, training, performance reviews and staff development), in consultation with the Program Operations and Compliance Adviser and Recruitment Adviser, as necessary;
    • Contribute to continuous improvement in service delivery and program performance;

    2. Monitoring and Evaluation Specialist Jobs
    CHAMP-Cameroon is a five-year project for a total cost estimate of $18.8 million. CHAMP will achieve the 3 following main, and interconnected, results:
  • Technical competence of partners in key populations program design and management using CoPCT is increased;
  • Enabling environment for key populations HIV/AIDS programming is strengthened;
  • Quality Assurance/Quality Improvement, Monitoring and Evaluation systems in CoPCT is strengthened.
  • The project, built on current USAID support in Cameroon, aims to increase access and use of quality HIV prevention care and support services for key populations.
    These efforts will expand service coverage in the country from five to ten regions, and generate data for evidence-based programming.
    The project will use a continuum of care approach to service provision, and will link clients with community-and facility-based interventions.
    It will also strengthen the capacity of existing health systems including the policy environment and networks for a well-coordinated response.
    It is anticipated that at least 140,000 beneficiaries including 16,000 MSM, 66,000 CSW and 58,000 other clients will be reached with quality HIV prevention, care and support services over the five years.
    The successful candidate will be responsible for oversight of all M&E components project.
    The M&E Specialist will be responsible of the development and oversight of the PMP, annual work plans (including targets), quarterly reports, and annual reports.
    The M&E Specialist will also play a large role in assisting the capacity building efforts of the applicant to develop, standardize, and utilize standardized data collection and reporting forms for key populations in Cameroon.
    Minimum Qualifications:
  • Master’s degree in Public Health, Development, or related degree required
  • Demonstrated experience managing USAID projects
  • Significant experience in service delivery for key populations and sensitivity to implementation of programs that serve key populations
  • At least 10 years of experience in M&E, ideally in francophone West and Central Africa

  • Past experience working in SME development and experience integrating at-risk and marginalized groups (including women and youth) into private sector development initiatives is highly desirable.
  • Spoken and written fluency in English and another language such as (French, Spanish, Arabic, Portuguese, Haitian Creole, etc...) with working ability in both languages.
  • Proven ability to conduct training needs assessments and apply other methods to assess gaps in institutional capacity.
