GROOTS Kenya is a nonprofit organization registered in Kenya under Section 10 of the Society’s Act. It is a national movement of organized community based and self help groups that are women led. GROOTS Kenya theory of change is to shift the role of grassroots women in disadvantaged communities from vulnerable, victimized recipients of charity to empowered, effective leaders in community development work.
One of our core program is Women Leadership and Governance within which all other programs are anchored. The objective of this program is to empower women, improve their capacities in leadership and create an environment in which together with their communities they drive demand for accountability in public resource allocation, delivery of services and protection of human rights
GROOTS Kenya is therefore seeking to hire a Program Officer to work majorly on the Champion for Transformative Project which is a flagship of the above program.
Terms of reference:
The Program Officer will work under the direction and guidance of the National Coordinator to undertake the following tasks;
1) Organize capacity development initiatives related to women’s participation in the leadership and governance positions.
2) Organize grassroots women and youths to address issues that hinder women participation in leadership.
3) Develop strategies and interventions that will accelerate grassroots women participation in both local and national elective and nomination positions of leadership and decision making.
4) Assist in monitoring and evaluating processes and intervention made by the organization and other partners on issues relating to women participation in leadership.
5) Participate as required in meetings with GROOTS Kenya Staff and partners.
6) Assist as required in the organization and administration of workshops/meetings/ field visits.
7) Support in mobilizing and coordinating travel arrangements for the grassroots women and leaders to National meetings and forums required.
8) Ensure timely implementation of project work/action plans
9) Support in resource mobilization, expansion and growth of the Program through writing of proposals and sourcing for new grants.
10) Prepare & submit program and project reports in time to donors
11) Support in other activities as may be deemed necessarily and that can be accommodated within the terms of the contract.
Qualifications:

Education: Bachelor’s degree from a recognized university within the Humanities and Social Science related disciplines.
Experience: Over 4 years of professional experience in Development Work with a focus on women & youth empowerment. Has previous experience in the NGO sector
Other qualifications include:
Ÿ   Strong organizing skills;
Ÿ   Has demonstrated a passion to work with grassroots communities;
Ÿ   Must be computer literate with strong communication skills;
Ÿ   Capacity to generate and write program reports within strict deadlines;
Ÿ   Capacity to write proposals and concepts for purposes of fundraising;
Ÿ   A strong understanding of the laws of Kenya & the current political and social environment
Ÿ   A strong understanding on women and politics in Kenya
Ÿ   Willingness to travel to the field as required.

About AFAAS: 
The African Forum for Agricultural Advisory Services (AFAAS) is the umbrellaorganisation for Agricultural Extension and Advisory Services (AEAS) in Africa. Its objective is to create efficient, effective and synergistic linkages and partnerships between AEAS of member countries to improve the delivery of these services to farmers. It operates within the framework of the Comprehensive Africa Agriculture Development Programme (CAADP), specifically CAADP Pillar IV which has the objective of enhancing the livelihoods of African farmers and pastoralists. The Forum for Agricultural Research in Africa (FARA) has been mandated to lead the implementation of CAADP Pillar 4 and it’s in this context that AFAAS has strong collaboration with FARA and the Sub Regional Research Organisations (SROs).
Key Duties and Responsibilities: 
  • Plan and implement programmatic components of AFAAS Strategic Plan, with focus to Country fora (CF) institutional and organisational development;
  • Significantly contribute in the process of planning, developing and implementing strategic and operational plans, facilitate and backstop the development and update of policies, manuals, handbooks, guidelines, and protocols of AFAAS; including ensuring that CFs workplans and budgets are integral in AFAAS AWPs and budget;
  • Offer support the development of AFAAS business plan and resource mobilisation for implementation of AFAAS strategic plan. Pro-actively engage in resource mobilization, fundraising initiatives and project proposals development;
  • Take lead n the contracting process for program activities and services, i.e. preparing terms of reference and identify consultants/institutions to undertake regional and national level assignments in accordance with the approved Annual Work Plans;
  • Provide support to emergence of AEAS innovative approaches, tools and methods and scale up and out the proven technologies, innovations and promote and facilitate the development and utilisation of Information and Communications and Knowledge Management;
  • Provide technical support in managing of innovation grants;
  • Provide Program capacity development support; develop capacity development plan for AEAS stakeholders at national and regional level; and backstop national facilitators/ consultants in the use of the CF establishment guidelines for CF institutional development;
  • Back stop and convene AFAAS Thematic Working -Groups to provide guidance and revise products/ reports on specific technical, policy and programs;
  • Participate in organizing regional and continental lesson learning events and collate and synthesize lessons for experience sharing at different CF;
  • Monitor and supervise the execution of CF activities, and national components of regional activities in country, ensuring in particular close working relations with national and local authorities, Civil Society Organisations, Farmer Organisations and providing technical support to the CFs;
  • Participate in advocating and lobbying for the interests of AFAAS at national, regional and international levels including developingmaterials for AFAAS promotion, visibility and public relations;
  • Perform any other duties as might be assigned by Executive Director from time to time.
Qualifications, Skills and Experience: 
  • The Programmes Officer must hold a good master’s degree in Agricultural Sciences (Agricultural Extension, Agronomy, Economics, Rural development) or related Social Sciences with post-graduate qualifications relevant to project planning and management or institutional development. PhD degree shall be an added advantage. 
  • Comprehensive  understanding of the institutional developments and emerging paradigms in agricultural innovation systems, CAADP processes and FAAP principles with extensive understanding of the AFAAS structures
  • A minimum of seven years’ professional experience in Agricultural research and  Development with focus to institutional development, networking, and participatory approaches, joint management and gender issues;
  • Prior experience of donor compliance mechanisms and Programme Management cycle
  • Excellent communication skills and a track record that shows ability to facilitate and coordinate teamwork and to interact with stakeholders at regional and international levels
  • Possess the ability to work effectively in a multi-cultural environment;
Language Proficiency: Fluency in any two of these languages:  English, French or Portuguese.

Programme Coordinator Advocacy-Uganda Job

Job Summary: The Programme Coordinator Advocacy will primarily possess tha responsibility and accountability for technical input in areas of Advocacy within Water Aid Uganda WAU and with its partners. The job holder will form part of the strategic planning, co-ordination, management and development of WAU’s advocacy and communication strategy with a focus on joint collaboration with partners and other relevant stakeholders in order to optimise their impact of working with communities, especially the poor to effectively advocate and address the interests of poor people as regards to water and sanitation at local, regional and national levels. The AdvocacyProgramme Coordinator will be part of the team responsible for enhancing the scale and quality of WaterAid’s programme.
Key Duties and Responsibilities: 
  • Contribute towards the strategic planning of WAU’s (Water Aid in Uganda) Advocacy activities, aiming to maximise the provision of sustainable and equitable safe water, and adequate sanitation to the poor. 
  • Identifying key sector issues by initiating, planning, implementing, monitoring developments in the field of Advocacy on which WaterAid should focus its advocacy efforts. 
  • Contributing to the development and implementation of the Advocacy strategy i.e.ensure a rights based approach to WASH implementation.
  • Prepare an annual work plan and budget for WaterAid in Uganda's overall Advocacy activities. Contributing these insights, amongst others, to the delivery of these activities.
  • Offer support to programme staff in assessing Advocacy opportunities and integration of the Advocacy strategy in theirprogramme planning.
  • Monitor key national and international meetings and events relating to policy issues affecting poor communities and incorporating them in WAU’s planning processes.
  • Develop and strengthen links with advocacy networks / allies nationally, regionally and globally, in collaboration with the RAPA.
  • Represent WAU in key advocacy and government meetings especially at local levels where partners work. This will also involve strengthening relations with government line ministries specifically MWLE –DWD and MOH-EHD as well as MFED, TSU’s on WASH issues emanating from regions.
  • Strategic support to WAU partners in Advocacy partnership plans development and management e.g. Annual planning partner budget management, accountabilities, fund transfers, reporting etc.
  • Conduct participative planning activities in accordance with the partnership contract plan.
  • Meeting regularly with individual partners in accordance with the above mentioned plan for partnership activity progress.
  • Offer technical support to partners in developing agreed indicators with which progress towards objectives in advocacy plan can be monitored.
  • Identifying activities which will encourage the development of close working relationships with each individual partner; aiming to truly understand partner needs and issues.
  • Prepare multi-year budgets carry out regular budget monitoring and reviews with support from Finance
  • Provide Capacity Building support to i.e. skills development, programming, fundraising etc.
  • Analysing partner advocacy needs for development or support in providing skills development.
  • Providing technical support, coaching, advice and development activities to partners in areas of Advocacy.
  • Facilitating and supporting the involvement of partners in international meetings / sector meetings and developmental activities related to Advocacy.
  • Identify areas of learning and documentations from partners’ advocacy work:
  • Perform any other job related duties as assigned by the Head of Integrated Wash.
Qualifications, Skills and Experience: 
  • The Programme Coordinator for WaterAid Uganda (WAU) should hold a Bachelor’s Degree in Social Sciences, Development studies or Water Engineering with a development bias.
  • A minimum of five years’ experience in conducting research, policy analysis and Advocacy work.
  • Excellent interpersonal and leadership skills with commitment to WaterAid’s values and working styles.
  • Good skills in presentation, public speaking, documentation and information management.
  • Excellent networking, facilitation and co-ordination skills.
  • Active participation in studies and research on poverty and its impact on social development or experience of capacity building of NGO development partner organizations in advocacy
  • Good working knowledge of policy analysis and research in relation to the areas of water, sanitation and hygiene
  • Comprehensive understanding of national public expenditure, National Development Plan/PEAP, Sector-wide approaches, development financing and functioning of government structures like decentralisation.
  • Computer literacy skills i.e. proficient in the use of  software packages like Excel, MS Word and Access
  • Exhibit commitment to addressing issues of Equity & Inclusion and pro poor approaches.

Responsibilities
Under the direct supervision of the Chief, LGLTNU, the incumbent will perform the following duties:
Support to programme management:
  • Assist in project identification and formulation.
  • Assist in reviewing, monitoring, appraising , evaluating and revising project proposals and preparing summaries for the managers' actions.
  • Assist in preparation of standard terms of reference.
  • Assist in administrative actions related to project implementation and events management.
  • Provide administrative and operational/control tasks in the field/during missions when necessary.
  • Assist in establishment of internal databases, set up filing system and manage data and information.
    Knowledge management and research:
  • Research, compile, analyse, summarize and present basic information/data on programmes/projects related topics.
    Monitoring and reporting:
  • Track resolutions and other legistlative decisions affecting programme/project content.
  • Prepare newsletters on programme/project related activities; drafts official documents/reports, briefings/debriefings and correspondence.
  • Provides secretariat services to committees, ad hoc task forces; drafts and circulates agenda notes to meeting members/participants; assembles background documentation; drafts minutes of meetings.
    Performs any other duties as may be assigned.
    Education
  • Completion of secondary school education or equivalent is required. Additional technical training in administration-related area.
    Work Experience
