Pathfinder International in Uganda (PIU) has been in the Country since 1957. PIU is implementing the following Projects in various parts of Uganda. And these include; Health of People and Environment of Lake Victoria (HOPE LVB), Arise; Addressing unmet need for Family Planning among HIV positive women in North and .North East Uganda, Positive Action for Children’s Fund (PACF), Gender Roles Equity and Transformation (GREAT) project AND Sayana Press project.
Job Summary: The M&E Specialist will be primarily responsible for the assignment and implementation of monitoring and evaluation activities to measure the overall projects performance against established goals and objectives, and report on project achievements  to the Monitoring and Evaluation Manager.
Key Duties and Responsibilities:
  • Conceptualize, develop and implement the monitoring and evaluation plan, including identifying appropriate indicators, and a data collection system for the various Projects to collect and report on data to measure performance and achievement of project s objectives. Create and adapt monitoring tools and forms, including training materials to accompany them, for collection of project data.
  • Create and adapt other data collection tools, as appropriate, including survey questionnaires, key informant interview schedules, facility assessment and supervision instruments, as well as relevant training materials for their use.
  • Verify data consistency and quality and prepare data required for performance review by the M&E Manager, Country Representative and Project Director, as well as for quarterly and annual progress reports and Pathfinder global achievement reports
  • Actively participate in project midterm and final evaluations.
  • Respond to Pathfinder requests for programmatic information.
  • Set up M&E systems for various projects.
  • Perform any other duties as assigned.
Qualifications, Skills and Experience:
  • The applicant should possess a master’s degree  in demography, statistics, social sciences, health information management or related field.
  • At least three to five years’ experience in successfully designing, implementing and overseeing monitoring and evaluation tasks for health and/or development projects.
  • Exhibit proven technical skills in monitoring and evaluation, including at least four of the following:
  • Good understanding and familiarity with international indicators and standard measurement tools in the areas of reproductive health/family planning, maternal and neonatal health, HIV/AIDS and other relevant technical areas.
  • Demonstrated analytical, problem-solving skills and use of data to make informed decisions
  • Computer literacy skills i.e. Competency in MS Word, Excel, and PowerPoint, and ACCESS, and a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar)
  • Demonstrated ability to work with various constituencies including Pathfinder headquarters, donors and local partners.
  • Excellent oral and /written communication skills and ability to effectively communicate technical material to both expert and lay audiences in English and any other local language.
  • Possess the ability to travel up to 50 % within Uganda.
