Society for Family Health (SFH) is a non-profit organization in Rwanda that is positioned to be the largest social marketing organization in Rwanda, with five regional offices across the country. Working in partnership within the public and private sectors, and harnessing the power of the markets, SFH will be providing life-saving products, clinical services and social and behavior change communications(SBCC) that empower the world's most vulnerable populations to lead healthier lives. SFH’s core values include a belief in markets and market mechanisms to contribute to sustained improvements in the lives of the poor; results and a strong focus on measurement; speed and efficiency with a predisposition to action and an aversion to bureaucracy; decentralization and empowering our staff at the national and district level; and a long term commitment to the people we serve. SFH will be implementing diverse public health interventions in HIV/AIDS, reproductive health, malaria, and maternal and child health including nutrition. SFH’s activities will range from product sales and distribution to social and behavior change communication, advocacy, reproductive health research, and community mobilization. SFH’s donor platform is anticipated to include the Global Fund for HIV/AIDS, Malaria and TB, USAID, CDC and numerous other donors.
The FP/MCH Specialist will be a strategic thought-partner and reports to the Health Programs Senior Manager. The successful candidate should provide technical assistance aimed at strengthening pharmaceutical systems, supply chain management or pharmaceutical services, specifically related to maternal and child health and Family Planning as well. S/he will provide also quality family planning counseling and service delivery and increase the number of women in the reproductive age group using a modern contraceptive method. S/he works closely with national stakeholders to ensure that technical assistance activities are adequately effective and that deliverables are meeting quality standards.
ROLE AND RESPONSIBILITIES OF THE FP/MCH SPECIALIST:
The FP/MCH Specialist will be responsible for:
1.     Managing all of SFH's FP/MCH programs, ensuring that the program activities are carried out in accordance with the annual work plan and budget, and that all activities are high quality and in-line with international best-practices;
2.     Supporting the Health Programs Senior Manager with long-term planning and strategic vision for SFH's FP/MCH programs;
3.     Ensuring timely submission of reports to donors;
4.     Ensuring that all pharmaceutical products are managed in accordance with the laws of the GoR;
5.     Lead and participate in activities aimed at pharmaceutical sector assessments, options analysis, operations research, and strategic planning ensuring that findings, recommendations and plans are all consistent with donors objectives and host government priorities;
6.     Represent SFH Rwanda’s MCH/FP programs to relevant donors and technical working groups as required;
7.     Support in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences;
8.     Contribute to the business development and participate in the development of proposals as needed;
9.     Ensure timely submission of M&E data;
10.  Provide leadership in the development or adaptation of service delivery models / systems which allow for expansion of service provision while promoting technical quality of care;
11.  Identify, document and disseminate best practices in service provision;
12.  Enforce departmental compliance with GOR, Donor, SFH policies and procedures (compliance);
13.  Comply with all SFH policies and procedures.

These responsibilities above are not exhaustive and may be modified by the supervisor when needed.

REQUIREMENTS 
  • Minimum of a Master’s Degree in Pharmacy, Nursing,  Social Sciences, Public Health or related degree;
  • Minimum 5 years project management experience, with at list 3 years of experience in FP/MCH;
  • Specialized training and/or experience relating to pharmaceutical systems, supply chain management or pharmaceutical services;
  • Relevant experience in international public health particularly in the implementation of Maternal/Child Health and Family Planning interventions in developing countries;
  • Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred;
  • Strong experience of assessment , monitoring and evaluation techniques;
  • Ability to collaborate with people and organizations of diverse background;
  • Experience conceiving, planning and executing programs or projects with documented results;
  • Proven skills in effective team management and leadership as well as in effective partnership management skills;
  • Proven report writing skills;
  • High standard of written English.

The successful candidate will also have excellent analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; able to maintain efficiency in a fast-paced work environment. S/he will be outcome oriented, able to manage multiple priorities at a time, and able to keep their departments moving with minimal day-to-day supervision from his / her supervisor.  This highly professional individual will be comfortable speaking and working in public settings.

Preference will be given to candidates with experience in monitoring, reporting and/or evaluating large donor funded public health or social marketing programs; knowledge of USAID, CDC, Global Fund and other international donor community; and a proven record of excellent management and interpersonal skills.
