Wash, Mugombwa - Project Manager

WASH, MUGOMBWA - PROJECT MANAGER,
World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Project Manager. This position will be based at the Mugombwa Refugee Camp in the Southern Zone and reporting to the Senior Grants Manager.
 Purpose of the position:
Provide leadership, management, strategic guidance, networking, integration and coordination of the Mugombwa Refugee Camp WASH Project of World Vision Rwanda in order to convey optimal contribution for the well being of children. Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an exemplary to others
The major responsibilities include:

  • Provide proper leadership and management of the Camp and strictly adherence to World Vision personnel, financial and other applicable policies, strategy, guidelines, principles and core values
  • Provide the necessary technical and administrative support in Program design, implementation, budget and personnel management and provide guidance to World Vision Senior leadership in the WASH in emergency
  • Ensure the implementation of the project in compliance with donor’s requirements, government policies and global standards
  • Ensure the implementation of project is in compliance with their plan, work schedule, budget and quality to ensure proper accountability to donors, support offices, government and the benefiting community
  • Ensure proper project/program assessment, design, monitoring and evaluation processes are employed.
  • Lead design of the capacity building and learning opportunities of the project staff in order to build their capacity.
  • Engage in and ensure proper liaison and networking with government, NGOs, support offices, donors and within WVR and represent in high level meetings, global conferences and decision making forums related to WASH in Emergency
  • Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.
    • Ensure proper utilization of resources through close follow up
    • Compile MMR and success stories and submit them to IPD and funding partners
    • Promote major cross cutting themes including environment, gender, protection, disability, peace building and core values of the organization

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Bachelor of Science in Civil Engineering or any other related field
  • A Masters Degrees in Water Resource Engineering/Hydrogeology/Sanitary Engineering/ Hydraulics/ Business Administration/ Development/ Environmental Health or any other related  will be an added advantage
  • At least 3 years relevant experience in WASH in emergency in an International NGO or similar Organization with minimum of 3 years at a Managerial position;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity;
  • Proven experience of managing donor(s) funded projects or programs;
  • Experiences in working with UN regulations and standards
  • Good computer skills including MS Word , Excel and internet with professional software related to WASH (ArcGIS, Archicad, etc)
  • Knowledge and Experience in CLTS-H, SLTS-H and PHAST;
  • Appropriate skills and experience in the capacity building and training of staff and partners;
  • Experience in Monitoring and Evaluation
  • Experience in proposal development, budget preparation and report writing;

  • Ability to set, develop and revise organizational strategy in relation to WASH sector and develops clear visions of the division’s future potential.
  • Actively nurtures good relationships with people across all organizational levels and boundaries, and with government leaders and stakeholders.
  • Identifies urgent and potentially difficult decisions and acts on them promptly; initiates and generates team- and department-wide activities.
  • Negotiates effectively by exploring a range of possibilities.
  • Must be a committed Christian, able to stand above denominational diversities.
  Working Environment/Conditions:
  • Work environment:  Field based with some travels
  • In the camp:  50%
  • On call:  50%
