The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitutionof the Republic of Uganda (1995). Job Summary: The Head Production and Trade Planning will be responsible for coordinating and harmonizing development planning for the production and trade sub-sectors (agriculture, trade, tourism, environment and natural resources and cooperatives) .

Key Duties and Responsibilities
  • Serve as the head of the Department of Production and Trade in NPA, the officer will exercise all the administrative; professional; technical; and financial powers that are exercised by the heads of the department of the Authority,
  • Work closely with the relevant partners to ensure that Sector Development Plans (SDPs) for the sub-sectors of production and trade, policies and priorities complement and are consistent withthe national development agendas as defined in Uganda Vision 2040 and the national development plans (NDPs)
  • Develop appropriate planning capacities and frameworks at both central and local government levels to address the fragmented planning and associated problems within the production and trade sub-sectors and to coordinate planning activities across such sectors so as to bring about efficient and cost-effective attainment of national development agendas/strategies.
  • Ensure the integration of sector development plans for production and trade sub-sectors into the National Development Plans (NDPs);
  • Act as a Technical Advisor to the Authority and Executive Director on all matters relating to the development planning function for the sub-sectors of production and trade (agriculture, environment and natural resources, tourism, trade and cooperatives);
  • Regularly analyze trends and issues in production and trade sub-sectors to inform policy;
  • Prepare policy briefs on issues relevant to production and trade sub- sectors for Board consideration;
  • Provide back stopping roles to the MDAs and Local Governments with regards to development planning for the sub-sectors of production and trade.;
  • Prepare departmental plans and budgets;
  • Prepare project proposals for resource mobilisation to undertake projects in the Department;
  • Responsible for the preparation of various activity reports for inclusion in the quarterly and annual reports of the Authority.
  • Actively participate in monitoring and evaluation of core programmes in the production and trade sub-sectors;
  • Build and maintains relations with MDAs, Local Governments, the private sector, academia and the civil society to enhance inter-Sectoral collaboration in production and trade development;
  • Build and maintains strong partnerships with international, regional, and academia that are directly involved in supporting production and trade development;
  • Represent the NPA in meetings; seminars and workshops in country, at regional and international levels;
  • Perform any other duties as may be directed from time to time.

Qualifications, Skills and Experience: 
  • The incumbent should hold a Masters’ degree in Agriculture economics, Development Economics, Economic Policy & Planning,, or a closely related discipline from a recognized university.
  • Possession of a Post graduate training in in any of the following areas: climate change, environment and natural resources; agriculture, trade and tourism development planning, or a closely related discipline from a recognized university/institution will be an added advantage.
  • At least ten years’ experience, of which five at Senior Management level in the field of development planning in any of the following areas: agriculture; environment and natural resources;, tourism;, trade; and, cooperatives in a reputable public organization / institution.

Job Summary: The LWF Advocacy Officer will be responsible for delivering coordinated and integrated advocacy intervention with delivery of other programs, and to reinforce delivery of impact on the ground, bringing priorities from the grass-roots into the Universal Periodic
Review (UPR) process, and wider advocacy; also in aligning this project with rights-based approaches at community level; ensuring in the long-term that local people and communities are able to access their fundamental rights, and meet their needs, not through service delivery by external actors, but by structural changes where duty-bearers (national and international) hold themselves accountable and ensure implementation.

Key Duties and Responsibilities
  • Conduct mapping of actors, coalitions and alliances and build/strengthen networks at national level to position LWF and partners as leading actor on fundamental rights in UPR coalition/alliance.
  • Empower local partners so that they can follow up and translate UPR recommendations into measurable concrete lives changing policies, legal instruments and actions on the ground.
  • Works closely with the coalition, alliance with other key local partners, agencies, organizations,  churches, run in-country workshops to inform about UPR process and produce alternative reports where the LWF’s priority themes are reflected.
  • Provide on-going support to ensure sustainability of coalitions/ alliances. Ensure that LWF and partners carry out capacity-building and dissemination of learning to strengthen effectiveness in this work.
  • Technically support local level actors to participate with input into UPR process and play role in ensuring implementation at local level.
  • Support country coalitions/alliances to submit incisive, specificalternative reports reflecting thematic priorities; including working with government on preparation of state’s report.
  • Actively facilitate the coalition/alliances to run side events to raise profile of thematic issues.
  • Conduct written and oral interventions at HRC sessions to ensure recommendations reflect LWF’s priorities.
  • Conduct complementary advocacy/lobbying by partners in other arenas (e.g. Missions, key governments, international institutions, etc.)
  • Support National level coalitions/alliances to work with duty-bearers to ensure implementation of UPR recommendations (or those from previous UPR cycle)
  • Support in the Monitoring and Evaluation of the impact of implementation.
  • Report on national and local impact and disseminate stories.

Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a Bachelor’s degree in Humanities, law or other relevant field. Master or higher qualification in the relevant field is an added advantage.
  • A minimum of three years’ experience in designing and implementing activities related to advocacy
  • High levels of political and human rights skills.
  • Excellent track record of inputting into and delivering on successful policy & advocacy strategies within the humanitarian framework.
  • Good knowledge of key issues in the development and emergency sectors, ideally in: sustainable livelihood opportunities for marginalized groups, particularly women and children among refugees and rural communities with emphasis on gender inequalities. Other issues include Refugees, resilience and social protection, Environment/climate change, land rights.
  • Past experience of lobbying within political and government sectors.
  • Prior experience of producing policy materials for varied audiences.
  • Excellent communications (oral & written .English), presentation, interpersonal, influencing and negotiating skills for engaging with a wide variety of contacts.

Key Duties and Responsibilities: 
1. Logistics:
  • Render support in arranging for clearance of the consignments(Tax Exemption Certificates, Customs clearances and necessary permits).   
  • Conducting Receiving Inspection Report (RIR), Inventory, storage arrangements, record keeping and disbursement of office and project equipment/supplies in accordance with UNOPS rules and regulations.
  • The incumbent will ensure all stores and equipment’s held by each project activities are stores safely, correctly and securely.
  • Update the database of the stock and packing lists on a daily basis.
  • Update and maintain files and tracking sheets for Cargo Movement documentation.
  • Actively coordinate and liaise with internal and external parties regarding the control and movement of equipment coming into and out of the country
  • Coordinate and follow up with CMR (Cargo Move Requests) for all equipment being sent or received from various regions.
  • Serve as a focal point for electronic service and support requests within the UN Field Support Suite (MOP, CMR, E-requests and ICT service requests).
  • In charge of the management and responsibility of the MONUSCO owned vehicle, allocated to the UNMACC, ensuring all applicable UN transport rules and regulations regarding usage are adhered to
  • In charge of the identification of maintenance needs of office building (s) premises, vehicles, furniture, equipment’s and utilities, and prompt reporting of said needs of the supervisor.
  • Establish and maintain good relations with relevant departments within the RSCE support base. 
2. Procurement:
  • Works closely with the Logistics Department at HQ level to determine equipment purchase requirements for local and international procurement, to be made from the Entebbe office.
  • Support the Logistics Officer in the evaluation of the equipment procurement and supply requirements, compile information and help determine the most efficient economical mode of procurement/delivery
  • Research, establish and develop a comprehensive vendor/supplier list for local and international procurement.
  • With strict adherence to UN/UNOPS financial and procurement rules and regulations, receive quotations from local and international suppliers; prepare an analysis of quotations; make recommendations to HQ, to award a contract and/or purchase order
  • Ensure receipt and inspection reports are completed upon receipt of goods; prepare and coordinate onward transportation and delivery and handover vouchers, as well as report all changes to the Logistics section at HQ level for inventory update purposes, in a timely manner.
  • Assists in local procurement areas such as obtaining quotation, interact with the suppliers and end-users about the quality/quantity, specifications and delivery time warranty coverage of the goods prepare cost comparative analysis and raise requisitions and purchase orders.
  • Responsible for the day-to-day management of petty cash allocated to the mine action office, Entebbe; making routine payments, book-keeping of expenditure, routine monthly financial reporting to HQ, all with strict adherence to UNOPS financial rules and regulations
  • Assist with requests for ID cards for staff and contractors moving through the Entebbe Support Base.
  • Support colleagues transiting through Entebbe with UN flight requests (MOP), hotel reservations, airport pick-up and drop-off, acting as lead focal point when required.
3. Monitoring and Progress Controls:
  • Provide weekly summary of activities in process.
  • Ensure the timely delivery of assigned tasks is required.
  • Produce accurate monthly/quarterly Asset and Inventory reports for each program/project assets stored in Entebbe Support Base.
  • Timely and efficient servicing of requests and processing transactions affects the teams overall ability to deliver quality services to clients.
  • Ensure all Projects Assets are properly recorded and final asset andinventory report is prepared for closeout of project.
  • Ensure the assigned tasks are delivered according to UNOPS procedures to meet the organization’s requirements.

Qualifications, Skills and Experience: 
  • The ideal candidate for the United Nations UNOPS career opportunity should have attained a High school diploma. Possession of a Bachelor degree in Business Administration, Public Administration or related field is highly desirable.
  • At least five years’ experience in a related field if you hold a diploma or one year in a logistic and / or procurement role if you hold a degree
  • Possession of Prince 2 Foundation certification will be considered as an asset.
  • Past experience working in UNOPS and /or any other UN Agency is an asset.
