Agency or relevant consortium Research Task in Rwanda

Girl Hub is a catalyst organization, a strategic partnership between the Nike Foundation and DFID, working to enable all adolescent girls in Rwanda to fulfill their potential. Girl Hub fuses Nike Foundation’s expertise in adolescent girls, private sector approach, and creative development with DFID's expertise programming at scale, relationships with government and development partners, and monitoring and learning.

Girl Hub Rwanda’s (GHR’s) Influence platform prompts development partners, the private sector, and the government to design innovative solutions and bring them to scale for girls. In broad terms, GHR’s influence strategy inspires

Policy change as well as significant shifts in partners’ discourse about girls.

PURPOSE

Girl Hub Rwanda seeks an agency or relevant consortium to 1) conduct research analyzing the changes in discourse related to girls and 2) propose a monitoring framework for long-term analysis of Girl Hub Rwanda’s Influence Strategy.

OBJECTIVES

GHR is specifically interested in evaluating the extent to which our catalyzing work has influenced policy and discourse related to girls in Rwanda. 

APPROACH

GHR encourages bidders to consider innovative approaches in proposals and exhibit awareness of the complexity of the situation. Non-Rwandan bidders who include a local Rwanda sub-contracting researcher or agency are preferred; however, if a successful international researcher/agency wins the bid, Girl Hub Rwanda will also ‘match’ the international bidder with a local researcher.

PROPOSAL REQUIREMENTS

Within the proposal, please include the following:

·         Technical proposal with clear approach to research methodology, including theoretical framework

·         Separate financial proposal with comprehensive budget and detailed cost break-down, including in-person presentation of research findings

·         Proposal timings

·         CVs of researchers to be involved in the project

·         Examples (where possible) of relevant past assignments

Proposals with separate financial bid are due 7th February 2014.

The assignment is expected to commence March 2014 and end by close of May 2014.
