Gender Monitoring Office
(GMO) is a Public Institution with the mandate to monitor progress towards
gender equality and equity with the aim of ensuring that the fundamental
principles of Gender Equality are respected in all organs at governmental, private,
non governmental and religious levels.
The Government of Rwanda,
One UN Rwanda and Swedish International Development Cooperation Agency (SIDA)
jointly signed an agreement for Advancing and Sustaining
Gender Equality gains in
Rwanda, The joint programme aims to systematically mainstream gender dimensions
in all policies, programmes and budgets for the elimination of gender
disparities in order to accelerate and sustain gender equality gains in Rwanda.
It is within the above
context, the Gender Monitoring Office would like to invite qualified senior

- Oversee the implementation and coordination of all
GMO component within the result framework of the joint programme;
- Preparing and updating work plans and budgets and
ensuring their timely execution;
- Manage the execution of all contracts, Memoranda
of Understanding and Agreements related to all Consultants, Specialists,
programme staff and subcontractors engaged to the programme;
- Oversee the timely preparation and submission of
financial reports in accordance with government administrative,
financial and procurement systems and procedures;
- Represent GMO at joint programme meetings;
- Monitoring the delivery of the project deliverables
as identified by the project log

Masters/A0 in Project
management, Economics, Management, and Gender studies.

Experience for (Ao) and 5 years for (Masters) of relevant professional
experience at the national or international level in providing management
advisory services,

Information and
Communication Expert
|
- Design and coordinate GMO internal and external
communication strategy
- Support and guide the preparation of annual
communications plans and budgets;
- Collect , exploit and disseminate gender related
news and information from different resources including GMO field
reports, researches ;media reports for advocacy purposes
- Proof reading and fine-tuning of27th January
materials to make them understandable and interesting to the targeted
audiences;
- Coordination and communication with the media for
GMO promotion and visibility;
- Maintains regular contact with international and
national media and proactively ensures strategic and timely outreach to
media;
- Organize GMO press conferences and forums;
- Collect and disseminate gender best practices for
information sharing and replication;
- Any other duties assigned by the Executive
secretary.

Expert in Gender Based
Violence
|
- •Being a resource person for High Monitoring
Council and GBV department in the area of strategic thinking and
planning for increased accountability in service delivery on GBV;
- Contribute to raising resources and awareness to
fight GBV
- Assist GMO in developing innovative ways of
reporting and communicating issues related to GBV
- Proactively support monitoring of gender-based
violence prevention and response interventions ;
- Provide assistance to the Unit of fight against
GBV and other staff when required on issues relevant to GMO mandate
- Participate in strategic planning and coordination
of GMO activities to ensure that objectives are reached; extrapolate
best practices and lessons learned from GMO activities and ensure
horizontal and vertical exchange of knowledge;
- Contribute to implementation of planned activities
in the framework of the Joint project in line with approved document and
work-plans;
- Contribute to capacity building of GMO staff in
the area of GBV.
- Provide continuous assessment and analysis on the
achievement of objectives and results, monitors, and analyze the
implementation of on-going activities and write periodic progress
reports on the GBV component of the Joint project;
- Perform other duties as required by the director
of GBV department.

Strategic partneships and
Institutional building advisor
|
- Guide and Contribute to resource mobilization
through advising and supporting development of substantive resource
mobilization material;
- Guide GMO to formulate Partner Engagement
Strategies for key national and international partners and Annual
Partnership Action Plan for GMO;
- Coordinate and monitor implementation of
partnership building activities with a coherent strategic approach,
providing advice to the senior management and other units on the
strategic directions on partner engagement and networking;
- Follow up on existing MOUs or advise on new ones
and ensure participation of partners in GMO activities;
- Provide strategic advice and policy
recommendations with a view to positioning GMO strongly to existing and
potential partners;
- Provide strategic guidance to the GMO senior
management and the relevant units/projects on identification and
establishment of innovative partnership modalities, exploring new
partners (e.g., emerging donors, CSOs, academic institutions, private
partnerships and fund mechanisms;
- Collaborate closely with Communication Team to
ensure linkages and synergies between donor/partner outreach and
communication needs;
- Provide guidance and follow-up for GMO 2011-2016
strategic plan review with a detailed implementation plan
- Provide advice and recommendations as regards
existing manuals of operations for the different functions of the
institute
- Closely work with all management team of the GMO
in developing their capacity in all areas related to the functions of
the institute management and implementation;
- Prepare a long-term development plan for upgrading
the leadership and management capacity of the institute's senior administrators;
- Perform other duties as required by the Executive
Secretary.
