The
Embassy of the United States of America in Kigali is recruiting for the
position of PEPFAR Monitoring & Evaluation Specialist who will serve as the
Strategic Information (SI) Liaison. This position is open to all interested
candidates and is available immediately
DUTIES
The
PEPFAR Monitoring and Evaluation (M&E) Specialist works-under the
supervision of the PEPFAR Coordinator. He/she is responsible for providing
oversight to the United States Government's agencies(USG's) Presidents
Emergency Plan for AIDS Relief (PEPFAR) strategic information activities
including performance monitoring and evaluation reporting, M&E, information
Systems, surveillance and surveys, and targeted evaluation support.
QUALIFICATIONS
Tests
will be administered to verify all required qualifications prior to interviews.
- Masters
level (or higher) training in public health, public policy, epidemiology,
demography, social or behavior science or related field, is required.
- Minimum
five years of work experience, preferably in developing countries
developing and implementing monitoring Systems and conducting evaluations,
is required. Experience with FnV/AIDS programs or related health services
programs, is required. Experience and knowledge of other international
agency Systems (USG or UN agencies) is required. Experience conducting
international M&E is required.
- Level
IV (fluent) English is required.
- Demonstrated
in-depth technical knowledge of monitoring and evaluation practice and
methods; knowledge of Rwanda or East/Central African HIV/AIDS context, is
required. Demonstrated effective ability to obtain, analyze, organize and
interpret data and to present findings in oral and written form is
required. Demonstrated ability to prepare precise and accurate reports and
to develop and present briefings is required. The incumbent serves as a
recognized authority on program monitoring and evaluation including
collection, analysis and dissemination of health data; therefore, the
incumbent must have in-depth specialist' knowledge of programs, methods,
processes, tools and techniques used to monitor and evaluate results of
HIV, TB, STI; and other public health programs. Detailed and broad
knowledge of the host country operational environment, including detailed
knowledge of the structure and operations of the MOH, the RBC/IHDPC, the
environment for health care delivery and HIV, TB, STI and other health
programs at the national, district and community level in Rwanda ,is
required. Understanding of the structure and functions of the PEPFAR
Rwanda program is required.
- Excellent
communications skills (verbal, written, presentation, diplomacy) to
develop and maintain effective and sustainable working relationships with
national and international health partners are required. Outstanding
interpersonal and conflict resolution skills are required. Ability to be
an effective team member and ability to lead results-driven project teams
and Workgroups is required. Ability to analyze, understand and discuss
evaluation approaches is required. This includes the development of
evaluation designs, use of reliable and valid instruments, and methods for
data collection, analysis and reports. The incumbent will be expected to
exercise considerable ingenuity and tact in applying guidelines to unique
and different settings, as the work is highly complex. Intermediate user
level of word processing, spreadsheets (such as MS Excel) and databases is
required. Strong skills in interpretation of targeted evaluation and
operational research; and advanced numerical skills for data analysis are
required. Strong quantitative and analytical skills, verbal skills and
ability to communicate technical information clearly and effectively to
both technical and non-technical colleagues are required. Excellent
leadership, management, and coordination skills are required.
