OVERALL RESPONSIBILITIES:
The Technical Director has overall responsibility and authority for technical management, coordination, coverage and quality of implementation, and monitoring and evaluation of key interventions to support the Government of Rwanda in its ongoing initiatives to maintain and strengthen the achievements of previous and current investments in the national health system. Under the leadership of the Chief of Party, the Technical Director is responsible for key project documentation required by the MOH and/or USAID. These will include, but not be limited to, annual progress reports, annual work plans, and other documentation needed or required to demonstrate program progress.
International relocation and allowances may be available. This position is subject to project award and funding.
QUALIFICATIONS:
- The ideal candidate will possess a minimum of a Master’s degree in public health, health management or administration as well as a minimum of ten (10) years’ senior-level, relevant public health experience in health systems strengthening and related-HSS interventions, preferably on major donor-funded projects.
- S/he must be a highly skilled program manager and possess demonstrated technical expertise in developing, guiding, managing, and monitoring technical support activities. Significant experience managing and coordinating the work of a team of technical experts is a requirement for this position, ensuring that project milestones are met on time, within budget, and to the highest quality standards.
- Client management is an important function of this position; the ideal candidate will possess demonstrated ability to develop and maintain partnerships with the donor and other key public- and private sector stakeholders.
- Previous supervisory and mentoring skills are essential, with demonstrated ability to craft and implement project workplans.
- Fluency in English is essential, with demonstrated skill in reporting writing and other documentation/dissemination/high-level project representation activities.
- Professional proficiency in French is desired.
- Work experience in sub-Saharan Africa and/or Rwanda in preferred.
