The World Bank Country
Office in Kenya seeks applications for a Water and Sanitation Specialist.
The post is located in
Nairobi, Kenya at the Water and Sanitation Program (WSP) mainly covering
Somalia and South Sudan.
WSP is a global partnership
to help governments provide sustainable water supply and sanitation
services to the poor.
Administered by the World
Bank with financial support from several donors, WSP is a decentralized
program that operates across countries in Africa, East Asia, Latin America and
South Asia.

WSP’s technical assistance
in fragile states aims to transition the water supply and sanitation subsectors
from being dominated by ad-hoc emergency interventions to country-led sector
development programs.
This aims to re-link
service delivery to the national budget and to the political process; hence
enhance the rate and reach of service delivery.
WSP seeks to appoint a
Water and Sanitation Specialist to lead its work program in Somalia and South
Sudan and contribute to WSP’s work in other fragile and conflict affected
states.
The responsibilities of the
Water and Sanitation Specialist will include, but are not limited to:
South Sudan
South Sudan
- Provide technical assistance to Public Private
Partnerships in small towns;
- Support the World Bank’s Decentralized Service Delivery
Project;
- Contribute to country poverty and vulnerability
assessments with other World Bank units;
- Somalia
- Provide technical assistance to Hargeisa Water Agency
including on strengthening its corporate governance mechanisms, cost
recovery and services to the poor;
- Design and task manage pilot investments for urban and
rural environments;
- Contribute to country poverty and vulnerability
assessments with other World Bank units;
Qualifications:
- Masters or higher-level degree(s) in a field relevant
to the WSP such as economics, social science, public administration,
business administration, engineering, public health, or other relevant
field;
- At least five years of relevant experience in
developing country work, including specific experience in the water supply
and sanitation sector and project management preferably in fragile states;
- Demonstrated experience of national sector investment
planning, utility reform and implementation of sector monitoring
(household survey analysis, public expenditure reviews, water point
mapping etc.);
- Excellent understanding of water and sanitation sector
and its linkages to core country systems and processes (public financial
management, decentralization, procurement, human resources etc.);
