Global Witness’ work makes a difference. Our campaigning helped put a stop to illegal logging which was funding wars waged by the Khmer Rouge in Cambodia and by Charles Taylor in Liberia. We bought the issue of blood diamonds to the world’s attention and the landmark Kimberley Process Certification Scheme was established as a result. Similarly, our investigations into corruption in oil, gas and mining were instrumental in making a case for the establishment of the Extractive Industries Transparency Initiative (EITI), the leading global mechanism aimed at increasing transparency in transactions between governments and companies. Job Summary:The Campaigner, Uganda Oil will be primarily promoting transparency and good governance in the oil and mining sectors in Uganda.
Key Duties and Responsibilities: 
  • Assist with the development and implementation of a research, advocacy and campaigning strategies and programmes to break the links between natural resources, conflict and corruption in Uganda;
  • Conduct thorough, well researched and credible investigations into corruption and malpractice in Uganda’s oil and mining sectors including carrying out field investigations as required;
  • Produce a variety of written materials including reports, press releases and policy documents for specialist and non-specialist audiences to a professional standard;
  • Assist in the formulation of recommendations to key policy makers, including governments, foreign donors, international financial institutions and others, on how to break the links between the exploitation of natural resources, conflict and corruption in Uganda;
  • Develop close working relationships with national and international non-governmental organisations (NGOs) and other organisations and individuals working on related issues.
  • Offer support and help mobilize civil society partners in Uganda working on extractive sector governance;
  • Clearly identify key opportunities, decision-makers and influencers inside and outside Uganda and to help develop and execute lobbying campaigns to promote good resource governance in Uganda;
  • Represent Global Witness in high level meetings with governments, international organisations, companies, NGOs, and others;
  • Respond to media, and other external queries, including broadcast interviews;
  • Contribute to the preparation and management of annual strategic plans and campaign budgets;
  • Work in close co-operation with Global Witness managers, staff and volunteers, and participate fully in organisational meetings and initiatives;
  • Supervise and support the work of volunteers, when required;
  • Assist in related fund raising activities including the provision of campaign information, identification of potential donors and attending meeting with funders as appropriate;
  • The Campaigner will also be responsible for own paper and electronic files, mailing lists and other information systems;
  • Work within Global Witness policies and procedures, including confidentiality, source protection and security, legal and contractual requirements and general office procedures;
  • Perform any reasonable additional activities commensurate with the role and level.

Qualifications, Skills and Experience: 
  • The applicant must possess excellent research and investigation skills, preferably including experience of undertaking field investigations in developing countries;
  • Prior experience of writing, editing, and producing a range of written materials to a consistently high standard for a variety of audiences;
  • Good working experience of lobbying governments, intergovernmental organisations and companies, with demonstrated impact;
  • Excellent communication and networking skills;
  • Significant experience of developing and implementing advocacy and campaign strategies;
  • Possess willingness and ability to travel frequently, including to high-risk environments.
  • Good working knowledge and previous experience of working on the extractive industries;
  • Previous experience of working in or on Uganda;
  • Experience of working with the media;
  • Experience of working with civil society coalitions;
  • Legal or policy/ political experience.
