About the Opportunity:  
Global Communities seeks a Zonal Manager, reporting to the Capacity Building and Referral Network Manager, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The  Capacity Building Zonal Manager support local partner capacity building initiatives to enable delivery of quality services.  S/he works closely with program technical leads in the program office to coordinate and standardize information, training, tools, and incentives for volunteer service providers.   As embedded staff within partner officers, s/he will assist field staff to plan, implement, monitor and evaluate the project. 
Duties & Responsibilities:
  • Provide training and technical assistance to support the implementation of the program services, including the continuum of response linking community, clinical and protective service providers.
  • Maintain active dialogue with local authorities, local organizations, and a wide range of service providers to foster collaboration, build capacity for quality service delivery, and solicit feedback to make regular improvements.
  • Coordinate with technical teams to identify gaps in performance and propose strategies to strengthen organizational and institutional capacity.
  • Develop excellent working relationships with diverse stakeholders and comprehensive knowledge of other development programs and services to promote synergies.
  • Ensure activity implementation achieves planned results, document developmental impacts and resolve any implementation issues in an efficient and professional manner.
  • Produce and disseminate program briefs, abstracts, and other publications to showcase program lessons, and results to contribute to the wider sector knowledge and 
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree  in Management, Business Administration or any other related qualification; Masters’ Degree preferred.
Experience: 
  • At least three years’ experience implementing family-centered programming for orphans and vulnerable children– preferably in USAID/PEPFAR programs.
  • Experience working through local systems and structures to plan, coordinate, and monitor complex development programs.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and local government to promote learning and synergies.
  • Excellent communicator with demonstrated experience in communicating to diverse stakeholders, including government officials at district, sector, and cell levels.
Computer Skills:
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.
