About the Opportunity:  
Global Communities seeks a Economic Strengthening Program Officer - Youth Economic Opportunities (ESPO- YEO)  , reporting directly to the Economic Strengthening Senior Program Officer, (ESSPO) to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The YEOPO will provide support on the program’s economic strengthening interventions. S/he will play a key role in supporting the integration of a variety of services and support within the program’s savings groups and cooperatives to achieve improved economic, health, and social outcomes.  The ideal candidate would have strong knowledge of consumption support and/or youth economic opportunities.
Duties & Responsibilities:
  • Provide technical support to implementing partners to plan, deliver, and monitor economic strengthening activities.  Technical support includes, but is not limited to, trainings, field visits, and meetings.
  • Support the development of technical publications, reports, and other program documentation.
  • Assist the Economic Strengthening Team to develop and review monthly plans and priorities in line with the approved work plan program priorities.
  • Monitor research findings, policy guidance, and innovative approaches related to cooperative development and savings groups to apply these lessons in the program.
  • Manage the library of technical materials (electronic and soft) to facilitate regular reference and ease of use among the entire program staff.
  • Coordinate field related activities, trainings, and other workshops for the ES Team.
  • Assist and mentor local partners to strengthen technical knowledge, skills, and capacity.
  • Develop excellent working relationships with diverse stakeholders and comprehensive knowledge of other development programs and services to promote synergies.
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree in Business Administration, Management, Marketing, Development studies and Social Sciences. Masters’ Degree in related field preferred.
  • Training in Entrepreneurship.
Required Skills and Experience
  • Minimum of three years’ experience in community development, preferably in implementing youth economic opportunity activities including vocational schools,  entrepreneurship and youth employment.
  • Experience developing, organizing, training sessions and facilitating workshops
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and local government to promote learning and synergies.
  • Good communication and presentation skills and a positive attitude to team work
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda is required.
