About the Opportunity:  
Global Communities seeks a Grants & Contracts Manager, reporting to the Director of Finance, with close links to the Deputy Chief of Party, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The Grants & Contracts Manager is responsible for managing project grants and contracts to implementing partners, and building institutional capacity in grant and contract management among all program partners. S/he will be responsible for the full grant cycle process, including management, compliance, quality assurance, data validation, and financing issues within the local partner portfolios. 
Duties & Responsibilities:
  • Support the development, and implementation of a project grants & contracts manual to clarify grant­s manag­ement polic­ies, proce­dures­, and systems through the pre-award, award/ modification and close-out processes.­
  • Lead in the assessment and evaluation of grant & subcontract applications, coordinating prope­r negot­iatio­n of the terms and condi­tions for each agreement.
  • Manage and monitor all grant and subcontracts to ensure compliance with USAID guidelines, and Global Communities’ policies and standards – including financial management and programmatic performance.
  • Lead and mentor the grants & contracts staff, and supervise their day-to-day operations; ensure effective coordination with other program and finance staff.
  • Identify and lead capacity building and mentoring opportunities for grantees and subcontractors to increase knowledge and skills related to USAID rules and regulations, budgeting, standard accounting and financial management practices, financial reporting, and tracking of program expenditures.   
  • Ensure systematic documentation, referencing, retrieval and management of grant files – including in-depth review of all financial and technical reports to ensure that reports are submitted on time, complete, and meet the terms of the agreement.
  • Oversee funds disbursement to grantees & subcontractors, paying close attention to targets, program progress, and projections.
  • Identify issues related to grant, grant subcontracts and program implementation in a timely manner and propose appropriate program adjustments.
  • Lead monthly meetings with partner finance staff to assess progress on capacity building goals, program implementation.
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree in finance, accountancy and management required; Master’s degree in related field preferred.
  • Formal training in USAID Rules & Regulations.
  • Certified Performance Technologist (CPT) preferred.
Experience: 
  • At least four years of grant management experience, with the ability to develop grant agreements, monitor and manage a grant program.
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations.
  • Excellent interpersonal skills and ability to effectively lead and work in a team.  
Computer Skills:
  • Excellent computer skills, including MS Office and accounting software.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.
