About the Opportunity:  
Global Communities seeks a Economic Strengthening Senior Program Officer (ES SPO), reporting directly to the Deputy Chief of Party/ Economic Strengthening Technical Director, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The ES SPO for will provide technical leadership on the program’s economic strengthening interventions. S/he is expected to have a strong background in saving groups approach and youth focused initiatives including economic opportunities.  S/he will play a key role in supporting the integration of a variety of other services and support within the program to reduce the economic vulnerability of families
Duties & Responsibilities:
  • Lead implementation of Economic Strengthening interventions through the development of work plans, technical reports, oversight of implementing partners, training field staff and offering support supervision.
  • Provide training and technical assistance to support the implementation of the program resiliency model, with a particular focus on household and youth-focused interventions.
  • Maintain active dialogue with local authorities, local organizations, and a wide range of service providers to foster collaboration, build capacity for quality service delivery, and solicit feedback to make regular improvements.
  • Contribute to the development of monitoring and evaluation tools to measure the impact of Economic Strengthening interventions on the beneficiaries.
  • Assist and mentor local partners to strengthen technical knowledge, skills, and capacity.
  • Develop excellent working relationships with diverse stakeholders and comprehensive knowledge of other development programs and services to promote synergies.
  • Monitor research findings, policy guidance, and innovative approaches focused upon strengthening the continuum of response across the ages and stages and apply these lessons in the program.
  • Produce and disseminate program briefs, abstracts, and other publications to showcase program lessons, and results to contribute to the wider sector knowledge and
  • Ensure activity implementation achieves planned results, document developmental impacts and resolve any implementation issues in an efficient and professional manner.
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s degree in Rural Development, Economics, Management, Development Studies, or other related discipline. Masters’ Degree preferred
Required Skills and Experience
  • Minimum of three years’ experience implementing family-centered programming for orphans and vulnerable children– preferably in USAID/PEPFAR programs.
  • Experience implementing, and managing economic strengthening initiatives at community level
  • Experience developing, organizing and facilitating workshops and training sessions. Familiar with adult learning principles/techniques
  • Demonstrated ability to establish and sustain professional relationships with civil society organizations and local government to promote learning and synergies.
  • Excellent communication skills, with demonstrated experience in communicating to diverse stakeholders, including government officials at district, sector, and cell levels.
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda is required.
