Economic Strengthening Program Officer - Consumption Support (ESPO-CS)

About the Opportunity:  
Global Communities seeks a Economic Strengthening Program Officer - Consumption Support (ESPO-CS), reporting directly to the Economic Strengthening Senior Program Officer, to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The ESPO-CS will provide support on the program’s economic strengthening interventions. The ideal candidate would have strong knowledge in cash transfer programming. S/he will support the program in designing, implementation and monitoring of the consumption support component of the program. S/he will be responsible for providing overall technical and programmatic support for the planning, implementation, management, and monitoring of Consumption Support to the beneficiaries.
Duties & Responsibilities:
  • Develop detailed Guidelines and Operating Procedures for consumption support programming
  • Develop a database that can be used to capturing all relevant information regarding potential consumption support recipients.
  • Prepare households receiving support to simultaneously take the next step on the economic strengthening pathway by enrolling in a savings group.
  • Counsel households receiving support through the program or through VUP on allocating funds for education and health-related costs and link families to other available support services.
  • Maintain overall oversights of all the consumption support elements of the program, ensuring targets are met.
  • Continuously monitor, assess and document potential challenges of cash transfer and recommend solutions
  • Ensure problems arising are quickly resolved to maintain program progress, and experience gained is properly documented.
  • Build the capacity of local CSO to implement similar programs in a technically appropriate way through knowledge transfer, training, development of good practice, evidence based research.
  • Provide specialist advice or specific skills to local authorities and local CSO partners.
  • Carry out monitoring field visits and support to ensure adherence to the compliance
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Be a Rwandan national
Education: 
  • A Bachelor’s Degree in Business Administration, Development studies, Social sciences, Marketing or relevant discipline. Masters’ Degree preferred
Required Skills and Experience
  • Demonstrable experience in conducting research using various data collection methods
  • High attention to detail and ability to effectively manage a high volume of data and information.
  • Excellent Excel and analytics skills
  • Good project management skills related to the development of information / training products.
  • Demonstrable ability to develop and maintain project / management information systems
  • Excellent verbal and written communication skills and the ability to communicate effectively with stakeholders at all levels
  • A flexible and approach with the ability to manage in a pressured environment
  • Experience of problem solving & highly developed interpersonal skills. 
  • Excellent computer skills, including MS Word, Excel, PowerPoint, and MS Outlook.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda is required.
