About the Opportunity:  
Global Communities seeks a Monitoring & Evaluation Officer (M&E officer), reporting directly to the Director for Monitoring, Evaluation, Research and Learning (MERL), to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Position Description:
The M&E Officer will support the preparation of accurate, timely and comprehensive program. S/he will play a key role in supporting data collection systems, compiling, analyzing and validating data from partners and technical teams; and drafting accurate reports that summarize program progress against the approved work plan.  S/he will also identify gaps in partner M&E capacity and provide recommendations to strengthen the quality, accuracy, and use of data/reports.
Duties & Responsibilities:
  • Support the development of the M&E plan, system and tools to enable the project staff and partners and collect, manage, track and use vital data to measure, track, and evaluate program progress, achievements, and challenges.
  • Review and monitor program targets, in line with the approved performance monitoring plan, and highlight potential areas of over and under-performance.
  • Prepare consolidated reports to compile M&E data, analyzing data, and identifying trends, gaps, and potential areas that require follow-up.
  • Support the development of different periodic reports to meet donor and government reporting needs.
  • Facilitate quarterly review meetings to identify lessons learned and implications for USAID/Higa Ubeho program’s next steps.
  • Plan quarterly partner meetings to review program progress to support identification and dialogue on potential areas of concern and identify potential solutions.
  • Support regular data quality audits among implementing partners to ensure accurate and reliable data with adequate supporting documentation.
  • Support technical teams to conduct field visits and conduct regular follow up of program activities to fully understand the nature and impact of program interventions.
  • Provide administrative support to execute the program’s learning agenda, and actively support the dissemination of program research and achievements across the sector.
  • Put in place systematic documentation, referencing, retrieval and management of M&E files – including in-depth review of all data and narrative reports to ensure that reports are submitted on time, complete, and meet the standards provided in the M&E plan.
Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity.  In addition, they must meet the following requirements:
  • Rwandan National
Education: 
  • A Bachelor’s degree in Social Sciences development economics, statistics, or any field relevant to monitoring and evaluation a relevant field required; Masters’ degree preferred.
Experience: 
  • A minimum of 3 years experience supporting monitoring and evaluation of international development programs, preferably USAID/PEPFAR programs.
  • Good knowledge of statistics and research methods – including quantitative and qualitative methods, tools, analysis and techniques.
  • Ability to prepare program reports
  • Outstanding organizational skills – including ability to manage large volumes of complex data and reports.
Computer Skills:
  • Excellent computer skills with experience using MS Office, and statistical software particularly SPSS and STATA.
Language capabilities:
  • Fluency in oral and written English and Kinyarwanda.
