About the Opportunity:  
Global Communities seeks a procurement officer, reporting directly to the Director of operations to support the Improved Services for Vulnerable Populations (ISVP) Program funded by USAID through PEPFAR.
Essential Duties and Responsibilities
The procurement officer will work within the operations department and provides office support activities for Global Communities. S/he will assist the Director of Operations for supporting improvements providing management in procurement functions including asset management. The procurement officer ensures compliance with the organization’s policies and procedures, implementation internal and external procurement requirements.
Specific responsibilities
The procurement officer must be an honest and of high integrity person, self-accountable for making decisions, managing resources efficiently, achieving and modeling Global Communities values.
In particular, s/he will be responsible for: 
  • Ensure understanding and implementation of the full compliance with the operating standard of procurement management including recommending remedial action and implementing actions plans where standards are not currently met.
  • Review procurement plans to ensure timely completion of program activities
  • Ensure systems in place to monitor pipeline and procurement expenditure on monthly basis
  • Carry out sensibility and control checking of field office procurement systems and recommend improvements where necessary
  • Manage procurement requirement of the program; implement procurement as per the approved guidelines,  generally  accepted procurement principles, as well as USAID rules and regulations
  • Conduct regular Assessment of prices of  items in the local market;
  • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the process and the date which they are expected to be supplied to the program
  • Produce weekly tracker, asset and inventory report
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Manage procurement as delegated by the line supervisor.
  • Support in supplier selection, supplier appraisal and contract formation
  • Ensuring that all supplies, services and equipment required are delivered in time.
  • Verify the adherence of set policies and procedures with regard to procurement, suppliers relations, in kind other upcoming required tasks
  • Ensure effective coordination, regular communication and understanding within Logistics unit and with the other departments by providing advice and mentoring.
  • Assist with any other duties as required by Supervisor.
Given the nature of the work, the candidate is expected to be flexible and may be asked to carry out duties which are not specifically listed above. The job description may be revised after discussion between the staff member and the organization.
Qualifications
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Demonstrated customer service skills.
  • Demonstrated computer and typing skills; Excel and WinWord skills are essential.
Minimum requirements  
  • Rwandan national
  • University degree in management, social sciences and Business administration. Master in related field preferred.
  • Experience in related field
  • Strong planning, planning and coordination skills, with ability to organize a substantial work, diverse tasks and responsibilities
  • Experience working with international organizations
  • Cultural awareness, with strong written and spoken communication and interpersonal skills
Languages skills
Fluency in verbal English and Kinyarwanda
