Call for Proposals: Recruitment
of a Consultant to Conduct an Evaluation of the Social Fund for Development of
the French Embassy
The French Embassy in Kenya has been working on development
cooperation with the government of Kenya since 2001 through its Social Fund for
Development (SFD).
The SFD is a specific program which aims at financing the
implementation of small local development projects to the benefit of the Kenyan
population. Its objective is to provide a strong support for Kenyan civil
society to develop and structure itself.
The SFD intervenes on many topics such as the improvement of
living conditions ininformal settlements, water and sanitation, education,
health, food security, capacity building and income generating activities.
Based on a 3 year period budget, the SFD is assessed at the
end of each one in order to improve its efficiency. As the last period is
ending, the Co-operation and Cultural Department of the French Embassy in Kenya
seeks to hire a consultant to conduct an evaluation.
The general objectives of the assessment are:
- Conduct an
overall review of the SFD projects and their contributions to the
communities;
- Evaluate
the selection procedure and files instruction;
- Analyse
the project monitoring process and identify areas of improvement;
- Measure
the visibility of the SFD in the country;
- Evaluate
the efficiency of the SFD.

interested and skilled to download the Terms of Reference on the French Embassy
