It is in line with the above that
MINECOFIN intends to recruit best candidates on the following positions:
Post 1: Government Portfolio
Management Expert In charge of Corporate Governance and
Privatization/Liquidation Process of Government Business Enterprises (GBEs).
Reporting to the Director of Government
Portfolio Management, the Government Portfolio Management Expert in charge of
Corporate Governance and Privatization/Liquidation Process of Government
Business Enterprises will be responsible for:
- Uphold
Government interest as a shareholder by ensuring the receipt of revenue
from government investments including dividends, Royalties and
privatization proceeds and prepare quarterly reports;
- Working
with competent department participates in the drafting of agreement and
articles of Association binding Government as shareholder propose changes
and ensure the implementation of decision taken;
- Maintain
accurate Government Investment Register, foster performance based
management in Public Enterprises and carry out performance monitoring and
evaluation in order to prepare the report on the performance outcomes;
- Analyze
the skills needs of Director General, Board members of Public Enterprises
and Government Representatives in Government Business Enterprises,
identify missing capacity and initiate capacity building programs in the
identified areas;
- Monitor
and ensure an efficient and affective privatization process and appraise
the liquidation process of Public Enterprises by assessing policies
implemented with respect to the legal framework in place;
- Assess
the reports and minutes of the Board of each enterprise as a mechanism for
measuring delivery of strategic objectives and accountability discipline;
and make eventual recommendations;
- Facilitate
the development, Implementation and monitoring the strategic Government
investment and divestment decisions in all matters related to mining and
other sector.
Qualification and Experience:
A Bachelor's degree in Finance,
Management, Accounting, Business Administration or Economics with at least 3
years of proven experience in Financial Management, having a Master’s degree in
the above areas will be an advantage.
Skills and Competencies
- Qualified
ACCA, CPA, CFA
- Good
analytical and problem solving skills;
- Good
planning and organizational skills;
- Good
oral and written communication skills;
- Fluency
in English and/or French with working knowledge of the other language;
- Proficient
in MS Office suite of packages.
Post 2: Communications and Public
Relations Officer
Key Duties and Responsibilities
Reporting to the Permanent Secretary
and Secretary to the Treasury, the Communications and Public Relations Officer
will be responsible for:
- Publicizing
meetings, national and international conferences with which the Ministry
is associated;
- Covering
visits and press conferences of the Minister and Permanent Secretary and
Secretary to the Treasury;
- Maintaining
the relationship between the Ministry and different public and private
media;
- Preparing
messages and press communiqué of the Minister and Permanent Secretary and
Secretary to the Treasury;
- Initiating
and conceptualizing communication programmes aimed at informing the
national and international public of the achievements and activities of
the Ministry;
- Publicizing
and disseminating messages, speeches and talks held at the Ministry;
- Carrying
out regular critical analysis of the national and international press and
preparing technical notes for the Minister and Permanent Secretary and
Secretary to the Treasury;
- Providing
protocol to the visitors of the Ministry.
Qualification and Experience
A Bachelor's degree in communication
and or public relations, journalism, Arts, International Relations or other
related fields notably management from a recognized University; with at least 3
years of proven experience, having a Master’s degree in the above areas will be
an advantage.
Skills and Competencies:
A good team player with
good interpersonal skills. .
High degree of self-motivation
and ability to work independently
Excellent communication
skills with advanced capacity to write reports in English and a
good knowledge of French;
Ability to deliver results
in complex and challenging environments under tight
deadlines;
High levels of enthusiasm,
resilience, and a can-do attitude;
Demonstrated ability to
achieve goals Mille respecting tight deadlines.
