About ICRC:
The International Committee of the Red Cross (ICRC) is a neutral and
independent international humanitarian organisation, which assists and protects
victims of armed conflicts and other situations of violence.
Key Duties
and Responsibilities:
1. Multilateral Affairs:
- Build and maintain the relationship between the ICRC
and relevant agencies of the Government of Uganda, Embassies, the UN,
IGAD, EAC, relevant AU Committees and other International
Organizations with a view to promoting the
ICRC's perspective and fostering cooperation with them to secure a better
acceptance of the institution.
- Obtain and analyse useful documents such as
declarations, resolutions, communiques, fact sheets etc from the AU, EAC,
IGAD, etc for the information and necessary action of the delegation in
ensuring proper positioning of the ICRC vis-a-vis the UN / Humanitarian
Coordination system in particular.
- Clearly identify, monitor
and /or
participate at relevant events (e.g. conferences, consultative fora,
debates, workshops,
meetings) on
multilateral
issues
as the ICRC's representative when required.
- Establishing
a
structured dialogue with relevant Civil Society/Religious organisations
that may serve as vectors to relay messages of concern to the ICRC.
- Conduct the
mapping
of relevant organisations and key interlocutors for the ICRC, regularly
analysing their perspectives relative to their mandates and disseminating
the outcome to the Head of Delegation, the ICRC Mission to the African
Union etc.
- Give advice to the Head of Delegation on any other
aspects relating to the positioning of the ICRC in Uganda within the
humanitarian landscape.
- Prepare, organise and participate in seminars and
workshops with communication department relating to multilateral affairs
2. Cooperation:
The Cooperation / Multilateral Affairs Officer
carries out the following tasks relating to cooperation with a view to
strengthening the capacities of the Uganda Red Cross Society (URCS):
- Coordination with URCS and the Red Cross/Red Crescent (RC/RC) Movement partners
- Maintain contacts with URCS and other Red Cross/Red
Crescent Movement partners at all levels
- Work in liaison with URCS programme officers in
relation to activities included in the annual budget planning and reports
and updates the Cooperation delegate
- Offer support and advice during the execution of
planned objectives, while monitoring progress of implementation
- Organise the programmes for the different coordination
meetings with URCS and partners where needed
- Represent the Cooperation delegate upon request:
participation in bilateral and Movement meetings as they may arise
- Actively participate in coordination sessions and joint
activities with URCS and concerned partners
Finance:
- Accurately check the rates, proposed activities and
unit costs of quarterly funds requests and drafts
- Allocations of Expenditures
- Guarantee that the submitted URCS accountabilities
relate to the budget before approval by the ICRC.
- Follow-up with URCS on the pending accountabilities,
especially for activities regarding General support and Emergency,
Preparedness and Response
- Periodically update the financial monitoring tool to
follow-up the implementation of general support and Emergency Preparedness
and Response budgets
- Support other departments of URCS and ICRC in the use
of their financial tools
- Explore options to improve financial reporting from
URCS, including at field level
Reporting, information exchange, planning and
monitoring in the field
- Update and proactively inform their supervisor on all
issues related to the cooperation file
- Ensure regular flow of information between ICRC and the
URCS for sound coordination
- Participate in the drafting of various reports, including
Biweekly operational Reports, mid-term reports, mission reports,
Cooperation quarterly reports and the department’s annual budget
evaluation orientation and narrative reports.
- Carry out periodic upcountry missions with URCS to
implement the objectives, monitor activities and make assessments.
- Attend all sessions related to the Planning for the
annual budget to be developed between the ICRC and the URCS
- Contribute to drafting the supporting texts for the
Budgets relating to URCS
- Ensure that monitoring and evaluation components are
included in the planning process of the cooperation supported programs of
URCS
Administrative Tasks:
- Responsible for office correspondence, filing,
arranging meetings, and maintaining a contact list of URCS & Movement
partners
- Draft and/or participate in the drafting of orders for
purchase, URCS funds transfers/cash requests and others.
- Responsible for applying all administrative procedures
during the implementation of projects and liaise with Administration and
Logistics Department for follow up on projects
- Work closely with and provide necessary information to
the Finance department
- Perform any other assigned duties and responsibilities as deemed fit by the supervisor.
Qualifications, Skills and Experience:
- The Cooperation / Multilateral Affairs Officer should
ideally possess a University degree in Political Sciences, Communication,
Economics, Law
- A minimum of five years’ experience in dealing
with multilateral partners i.e. Red Cross/Red Crescent partners, an added
value
- Computer literacy skills i.e. proficiency in the use of
Excel, Word and Power Point
- Proven team leadership and good communication skills.
- Excellent analytical and organizational skills
- Ability to prioritise in a changing environment
- Excellent planning, organizational and analytical
skills
- High sense of responsibility, rigour and ability to
take initiative and to work independently
- Excellent diplomatic skills and excellent communication and
interpersonal skills; ability to coach and motivate
- Exhibit flexibility and resistance to stress
- Possess the ability to represent the Institution during
meetings with external stakeholders, establish and maintain a network of
contacts
- Excellent reporting skills
- Willing and able to travel within Uganda on a
regular basis, whenever required.
