Chemonics is seeking multiple short-term administrative and support positions for the USAID-funded Rwanda Family Health Project. The assignments are anticipated to last through approximately September 30, 2014, but the timeline is subject to change. This is a project designed to increase the use of facility and community-based family health services, including an integrated package of family planning/reproductive health; HIV/AIDS; maternal, neonatal and child health; malaria prevention and treatment; nutrition; and safe water and hygiene. Chemonics is specifically recruiting for the following positions:
1. Position Name: Short-Term Grants Administrator
The Short-Term Grants Administrator will work closely with the Grants Officer and Team Leader for Grants to manage and implement numerous grants under the FHP program. The Short-Term Grants Administrator will assist the Grants Officer in tracking, monitoring, and liaising with-grantees to manage grantee activities and ensure budget compliance. The Short-Term Grants Administrator will supervise the Grants Assistant in administrative tasks
Qualifications
  • Bachelor's degree in finance, administration, and/or a related field required.
  • At least four (4) years of progressively responsible experience in administration or grants management.
  • Proven experience in project administration, including finance, filing, budgeting, and documentation review and development.
  • Experience in assessing organizational capacity and conducting training preferred.
  • Experience with a USAID-funded project preferred.
  • Excellent communication skills and ability to work on teams.
  • Proficiency in written and spoken English and Kinyarwanda required
2. Position Name: Short Term IT Assistant
Under the supervision of the IT Coordinator, the Short Term IT Assistant provides overall support to the project in maintaining all IT systems and processes, helping to ensure sound operation. He/she will provide support to staff and help resolve IT issues as they arise. In addition to staff and Systems support, the Short Term IT Assistant, under the direction of the IT Coordinator, may work with technical teams to help develop IT solutions applicable to technical work being implemented by project staff.
Qualifications
  • Minimum Bachelor's Degree in an IT/Computer Science related field
  • At least three years of demonstrated experience in office IT support, preferably in an NGO or donor funded project setting.
  • Strong analytical, problem solving, and troubleshooting skills
  • Strong interpersonal skills and ability to work in group settings
  • Excellent and proven organizational skills and attention to detail
  • Experience working on USAID-funded projects is preferred.
  • Strong verbal and written skills in English required.
  • Highly advanced computer skills, with proven expertise in network administration, systems support, and Microsoft Office suite
3. Position Name: Short Term Motor Pool Coordinator
The overall objective of the position is to plan, direct, and coordinate the use of motor vehicles and drivers in providing efficient transportation services to the Rwanda Family Health Project. The Motor Pool Coordinator is responsible for fleet management and maintenance of the project's vehicles, to include monitoring of fuel consumption and mileage. The Motor Pool Coordinator will also be responsible for coordinating vehicle rental, as necessary, and will be responsible for tracking staff locations for off-site travel. The Motor pool Coordinator will directly supervise approximately 15 drivers and will provide fleet management support to a staff of approximately 80 individuals
Qualification
  • Bachelor's degree in a related field or relevant training and equivalent combination of education and work experience.
  • Three years of administrative/logistics experience. Two years of experience in travel logistics and vehicle coordination preferred.
  • Proficiency in computers and Microsoft excel.
  • Thorough knowledge of USAID and its contractual and reporting requirements preferred.
  • Proficiency in written and spoken English and Kinyarwanda required.
  • Strong organizational and time management skills.
  • Social and emotional maturity, dependability, and good interpersonal skills.
  • Ability to multitask and prioritize.
  • Ability to work independently and collaboratively on a team.
4. Position Name: Short Term Drivers (5)
This is a support position. The main responsibilities are driving and maintaining the designated project vehicle/s. The driver works in the administrative department and will report to the Motor Pool Coordinator, who is responsible for coordinating the drivers' assignments and supervising the drivers' work.
Qualifications
  • 5 years driving experience.
  • Valid driver's license.
  • Good driving record and understanding of auto mechanics.
  • Secondary school education level preferred. Minimum of primary-level schooling required to ensure literacy is required.
  • Good interpersonal skills and dependability.
  • Experience on USAID or donor-funded projects preferred.
  • Availability for overtime work and field travel
