Job Vacancy: Information and
Communications Specialist, P.3
The World Meteorological Organization (WMO),
a United Nations agency based in Geneva, Switzerland, is looking for a
short-term Information and Communications Specialist for its Intergovernmental
Panel on Climate Change (IPCC).
Duties and
Responsibilities
Under the direct supervision of the Programme
Manager, Communications and Media Relations and overall supervision of the
Secretary of the IPCC the incumbent will perform the following duties:

Ensure
the implementation of information and communications policies, strategies, and
programmes to publicize priority issues, products, and major events of IPCC.
This includes supporting the drafting of information strategies, monitoring and
reporting progress, taking appropriate follow-up action, and analyzing the outcome;
·
Monitor
and analyze current events, public opinion and press, identify issues and
trends of relevance to IPCC and its activities, prepare daily media reviews,
and advise the IPCC Bureau and Executive Committee on appropriate
action/responses;
·
Undertake
activities to enhance the visibility of IPCC, provide support in the
organization of media coverage (e.g. press conferences, interviews, press
seminars, and other special activities) of priority issues and/or major events.
This includes contributing to the development of media strategies and action
plans, initiating pro-active media outreach efforts, proposing and arranging
conference/media coverage, keeping up to date media contacts, disseminating
materials, monitoring requests from media and drafting responses to media
requests, undertaking appropriate follow-up action, and analyzing and reporting
on the impact of coverage;

Identify,
plan and oversee arrangements for events to disseminate IPCC findings,
including coordination with organizers, liaison with and support for speakers,
and logistic arrangements;
·
Oversee
the production and dissemination of IPCC reports and IPCC information and
communications products (e.g. press kits, feature articles, brochures,
backgrounders, audio visual materials, radio spot programmes, etc). This
includes identifying users for IPCC material, proposing topics for information
material, determining appropriate medium and target audience, preparing
production plans, writing drafts, obtaining clearances and finalizing texts, copy
editing, and coordinating design approval, printing procedures and
distribution;

Prepare
initial drafts of articles or chapters for inclusion in newsletters,
periodicals, reports and books;
·
Provide
support to IPCC Secretariat staff and experts in interaction with media;
·
Oversee,
in close cooperation with relevant IPCC Secretariat Officers, the maintenance
of the IPCC website;
·
Assist
the IPCC Technical Support Units in developing and implementing information,
outreach and training activities within their area of work;
·
Liaise
with public information officers from other United Nations organizations,
especially WMO, the United Nations Environment Programme and the United Nations
Framework Convention on Climate Change;
·
Carry
out other related duties as assigned.
Qualifications and Experience
Education: Advanced university
degree in journalism, international relations or communications
Experience
·
At
least five years of combined national and international progressively
responsible experience in public information work and development of
comprehensive communication strategies, targeting multiple stakeholders,
including public and private sectors and media.
·
Experience
providing information on scientific issues at the international level.
Other requirements
·
Excellent
knowledge of Microsoft Office software as well as graphic design software,
·
website
development and maintenance and web editing and design software;
·
sense
of responsibility, maturity of judgment, initiative, creativity, ability to
plan, organize and manage the work with minimum supervision;
·
ability
to write clearly and succinctly reports, documents and correspondence;
·
excellent
interpersonal skills and ability to work productively in a multi-cultural
working environment.
Languages
·
Excellent
knowledge of English or French and a good working knowledge of the other
language.
·
Knowledge
of other official languages of the WMO Secretariat would be an advantage.
(Note: the working languages of the WMO
Secretariat are English and French. The official languages of the Organization
are Arabic, Chinese, English, French, Russian and Spanish.)
Salary: Commensurate with United
Nations P.3 level.
Nature of Appointment: Short-term contract
of five months to cover maternity leave.
Commencement of Duties: As soon as possible after
the closing date but not later than 10 March 2014.
