Communication and Resource Mobilization Officer-Rwanda Jobs

Introduction
Rwanda  Scouts Association is a youth-oriented organization aimed at educating young people to become more responsible and strengthening their abilities through the scout method. It is affiliated to the World Organization of the Scout Movement and the National Youth Council (Rwanda). RSA has started its activities since 1945 and has been officially recognized in 1968.
RSA is seeking a high qualified and dynamic person for the position of “Communication and Resource Mobilization Officer “ ( CRMO)

Purpose  of the position:

Under the direct supervision of the Deputy Chief Commissioner, the CRMO will be responsible for the overall coordination, planning, development, and management of a public and private sector fundraising strategy to mobilize resources and support accountability of transparent contribution management. The CRMO will also be responsible for the analysis and management of all fundraising channels and activities, ensuring long-term, flexible and unrestricted resources for RSA. In addition, the CRMO will assist RSA to enhance its image and visibility vis-à-vis of its members and partners.

Roles and Responsibilities:
Resource Mobilization:
  • Develop effective Resource Mobilization Strategy and Action Plan,
  • Participate in fostering a sustainable commitment of the donors, based on sound and trustworthy relationships,
  • Develop proposals and reporting and briefing documents in line with RSA procedures and donors’ specific requirements,
  • Facilitate consultations and meeting with current and potential donors,
  • Engage with targeted partners, at regional, national, local and community levels with a view to increasing their participation in fundraising,
  • Maintain and update a database of current and potential donor contacts,
  • Organize resource mobilization outreach events, prepare and publicize funding mobilization materials,
  • Develop projects for existing RSA’s assets.
Communication:
  • Design effective communication strategy and Action Plan,
  • Develop and implement communication tools such as newsletters, posters, leaflets, film, etc…
  • Update RSA website including writing, editing and content management,
  • Visit other scouting websites and advise on lessons learnt and best practices,
  • Ensure RSA international and national visibility through close media contact (press releases and conferences, lobbying),
  • Coordinate the design, delivery and follow-up of RSA public conferences, global meetings and special events (donors, partners meetings, etc…),
  • Contribute to the preparation of AWF reports such as annual work plans, progress reports,
  • Perform other duties requested by the Chief Commissioner and Deputy Chief Commissioner
Qualification:
  • At least Bachelor’s Degree in Development Studies, Management, Communication, or relevant field of study,
  • Essential: At least three years' experience in partnerships building, with an emphasis on donor relations, including resource mobilization strategies,  public relations at national level,
  • Proven ability in building partnerships and public relations,
  • Technical experience or general familiarity with youth related activities
  • Demonstrated ability to communicate effectively with a wide range and level of audience in French and English
  • Ability to work under pressure and manage multiple programs/activities
